Abstract: VASILETS I.V., SAI V.M. (supervisor). Analysis of the water fund lands of the Transcarpathian region. Master’s qualification work. – Lviv Polytechnic National University, Lviv, 2020. Extended abstract The theoretical generalization of the solution of the scientific and practical problem of land cadastre legal regulation improving for the water fund is carried out. A statistical analysis of the water fund objects for the Transcarpathian region was carried out. An analytical database on the lands of the water fund is presented. The database contains registration and reference data with a territorial reference for the necessary analysis and synthesis of information in various territorial sections. This will ensure the efficiency and reliability of detailed theoretical and practical studies of the water fund lands for its multiple and multipurpose use. It was found that the formation of a regional water cadastre is especially relevant when it comes to the lands of the water fund, which are distinguished by powerful natural resource potential. A land management project has been developed for the allocation of a land plot for the water fund. The current regulatory legal acts of Ukraine fully ensure the implementation of land management work regarding the land lease. In this work, geodetic work is determined when establishing the boundaries of a land plot in-situ (on the ground). The calculation of the normative monetary valuation of the land plot has been performed. A comprehensive approach to determining the rent for water bodies is given. The object of study is the water fund lands of the Transcarpathian region. The subject of study is the analysis of water bodies accounting and cadastral works when using water fund lands. The study aims to examine the current state of water bodies and water fund lands. Results. The presence of a large number of territorial units with different functional characteristics and a high price of land places increased demands on the accuracy of mapping the boundaries of the land, determining their areas, geometric, physical-geographical, legal and other characteristics (Sai, 2006). To solve these problems, it is very important to study the use of lands of the water fund in legal and natural terms, which will contribute to the preservation and reproduction of these vulnerable objects. Based on the analysis of the Land and Water Codes of Ukraine (Verkhovna Rada of Ukraine, 2000; 2001), an unclear procedure for establishing the boundaries of water fund lands and signs of their separation from other categories of land were found. It has been established that the imperfection of the normative regulation of the procedure for the practical implementation of work on the delimitation of the water fund lands from other categories of land greatly complicates their state registration and creates conditions for undesirable building practices and other inappropriate use (Perovich & Sai, 2017). The boundaries of water protection zones, coastal protection zones within settlements have not been determined (Hubar, 2018; Sai, 2008). As a result of the studies performed, given the high investment attractiveness of coastal areas, their great city-forming importance, and at the same time, the unfavourable ecological state of urban water areas give us the grounds to allocate these lands into a separate economic-planning zone. The analysis of the water fund use in the Transcarpathian region indicates a large number of these objects in the region. The current Ukrainian legislation does not define the procedure for establishing the boundaries of water bodies in various natural conditions (Verkhovna Rada of Ukraine, 2000; 2001; Sai, 2006). For the conservation and protection of water bodies, it is necessary to introduce and implement mandatory certification for water bodies (Verkhovna Rada of Ukraine, 2013). Only their development will be able to ensure the quality of rational use of water bodies. The urgent task of creating an ecological passport for a pond is considered. A water management passport, which consists of the characteristics of a watercourse, water bodies, a dam, a spillway, and a coastal protective strip has been produced. The description of the current state of the land plot is given. Explication compiled. The description of the observation technology is given. The fieldwork was carried out using GPS - observation and an electronic total station (Verkhovna Rada of Ukraine, 2010). The coordinates of the land plot and its area were calculated. Office work was done using the program ’’Digital’’. The design of coastal protection zones is a necessary mechanism for defining their boundaries, the regulation of economic activities and a system of environmental protection measures implemented on their territory. A coastal protection strip has been established around the water body (Sai, 2008). The analysis of the results showed that all geodetic works were performed following the regulations (Verkhovna Rada of Ukraine, 2010). The result of a set of desk work is the creation of graphic materials for the land management project. An algorithm for determining the rent for water bodies, which contains the estimated cost of water bodies and the land is presented.
