The relevance of the master’s thesis is that the successful development of Ukraine as a democratic and legal state, the implementation of operational economic reforms, improving living standards and welfare of society largely depends on the efficiency of the Ministry of Internal Affairs, which is one of the main bodies in the executive branch. state policy in the field of internal affairs. However, with the shortcomings in the system of the Ministry of Internal Affairs of Ukraine (duplication of functions in various bodies and units of the Ministry of Internal Affairs; slow and imperfect system of management decisions; inability to respond comprehensively to certain threats to public safety without concerted action with border guards and MOE political influence, chronic underfunding of the Ministry of Internal Affairs and a high level of corruption among employees of the Ministry of Internal Affairs of Ukraine), the Ministry of Internal Affairs could not effectively ensure the constitutional rights and freedoms of citizens, their personal security, law and order. This is confirmed by the analysis of certain shortcomings in the system of internal affairs and obstacles to achieving the goal of reform, conducted by the International Center for Policy Studies within the project "Analysis of the quality of reforms and their intersectoral impact." The inconsistency of the system with political, social and economic realities was recognized as a defining problem, namely: the system of the Ministry of Internal Affairs did not actually change for 25 years, and according to the position of the service / administrative center for citizens it remained at the level of the early 90s. , it seems logical that large-scale reforms in Ukraine began with the Ministry of Internal Affairs, in particular with the adoption on October 22, 2014 of the Convention on Priority Measures to Reform the Ministry of Internal Affairs and the Strategy for Development of Internal Affairs of Ukraine [1]. The Sustainable Development Strategy "Ukraine 2020", adopted by the Decree of the President of Ukraine of January 12, 2015 № 5/2015 [2], also highlighted the problem of the need for organizational and functional changes in the system of the Ministry of Internal Affairs of Ukraine. In addition, the reorientation of all activities of the Ministry of Internal Affairs from the force model to the service approach and the formation of bodies of this ministry in Ukraine according to international standards is one of the commitments Ukraine has made to the European Union. Also, such facts as Russia’s annexation of Crimea and the armed conflict in eastern Ukraine resolved with its participation have significantly highlighted the need for immediate reform of the entire security and defense sector of the state, which is part of the law enforcement system. Therefore, the reform of the law enforcement system should be carried out in a set of reforms in the security and defense sector and affect all institutions that ensure the implementation of law enforcement functions of the state - both subjects and objects of reform. The Strategy for the Development of Internal Affairs Bodies of Ukraine and the Concept of Priority Measures for Reforming the System of the Ministry of Internal Affairs deserve a positive assessment, but they have significant shortcomings that threaten to disrupt not only deadlines but also the achievement of declared goals. stage. Currently, the system of bodies of the Ministry of Internal Affairs includes: 1) the National Police of Ukraine; 2) State Border Guard Service of Ukraine; 3) State Service of Ukraine for Emergencies; 4) the National Guard of Ukraine; 5) State Migration Service of Ukraine; 6) Main Service Center of the Ministry of Internal Affairs of Ukraine. The object of the study is public relations in the field of internal affairs in Ukraine. The subject of the study is the activities of law enforcement agencies at the present stage. The purpose of the master’s work is a comprehensive analysis and systematic coverage of the problem of administrative and legal principles of law enforcement in modern Ukraine. The master’s thesis has the following results, which have scientific novelty; the state of scientific elaboration of the problem is estimated and the theoretical bases of research of activity of law-enforcement bodies in modern Ukraine are opened; the priority directions of activity of law-enforcement bodies at the present stage are defined; the role of international cooperation in the process of modernization of the system of internal affairs bodies of Ukraine is clarified; the content and features of basic mechanisms (normative-legal, institutional, organizational, personnel, resource, information-analytical and other) activity of law-enforcement bodies in Ukraine are outlined; a comprehensive approach to defining the concept of improving the efficiency of mechanisms of information and analytical support of law enforcement agencies, which provides: development of a set of organizational, legal, technical and technological measures, methods and tools that provide information links between elements of the controlled system; formation of information multi-purpose subsystems of functioning of internal affairs bodies; introduction of a unified information support policy; centralization of data banks and integration of their information at all levels; scientifically substantiated theoretical-methodological and practical recommendations on the activity of internal affairs bodies in modern Ukraine have been developed.
