Extended Abstract Over the past year, Ukrainians faced a problem that was hard to imagine before. One night changed our lives forever and irretrievably. We are talking about a full-scale invasion of the territory of Ukraine by Russia’s aggressor country. Therefore, now, more than ever, we are aware of the importance of our country’s defense capability. It is a combination of military, economic, social and moral and political potential in the field of defense, which requires proper conditions for its implementation, and also consists of human, material and land resources. It is worth noting that the latter are now almost one of the most needed. The effectiveness and rational use of defense lands directly depends on the establishment of legal control over them. Defense lands are those, which are provided for the location and permanent operation of military units, institutions, organizations and enterprises of the Armed Forces of Ukraine (AFU), and other military formations formed in accordance with the current legislation of Ukraine [1-4]. These lands must be used according to land and nature protection legislation and in compliance with the requirements for ensuring the safety of the population in the process of carrying out their permanent activities. For the practical implementation of the theoretical provisions, a complex of works with land management has been developed regarding the allocation of a plot of land for the permanent use of the Armed Forces for the maintenance of the military town. The military object is located on the territory of the Lviv region, due to the state of war, we do not disclose its exact location. The legal, methodological and scientific sources in the field of land management regarding the allocation of the research object for the needs of the Armed Forces of Ukraine, as well as the work of specialists of the department of land cadastre of the National University "Lviv Polytechnic" were analyzed [5-7]. Defense lands are provided for permanent use by military units, military educational institutions and other military formations for the performance of the tasks assigned to them. The specifics of providing land plots to military units for military and other facilities are determined by the CMU. We present a developed complex of cadastral works for the purpose of forming land management documentation regarding the allocation of a plot of land for defense needs in the territory of Lviv region. The peculiarities of the methodological bases of the formation of land use of defense lands are disclosed. The arrangement of defense lands according to the regimes of use and protection was proposed, as well as a scheme of the process of their distribution was formed. The object of research is defense lands. The subject of the study is the development of a complex of land management works related to the allocation of a land plot for permanent use of the Sambir residential and operational part (district). The purpose of the research: the master’s qualification thesis is the substantiation of land management works regarding the allocation of land for the maintenance of a military town in the territory of Lviv region and the study of the peculiarities of the methodological grounds for the use of defense lands. Research results. The transfer of land plots for permanent use for the needs of the Armed Forces is an important aspect in maintaining the country’s defense capability. The procedure for the development of a complex of land management works regarding the allocation of a land plot for permanent use for defense needs at all stages of its formation is presented. Necessary geodetic and land management works were carried out using modern technologies that increase the accuracy, quality and speed of their execution. With the help of the "Digitals" software, the necessary cartographic material was produced, which is a mandatory component of the formed land management project. It is shown that the object under study is subject to restrictions on its use with a total area of 4.0126 ha, in particular: on a part of the land located along/around the power line (6 kV) with a size of 0.5911 ha; along/around the power line (220 kV) – 1.0755 ha; along/around the electric cables - 0.0586 ha, as well as on the part of the land located around the river - 2.2874 ha. The research part presents the characteristic features of the methodological grounds for the use of defense lands. The structure of defense lands by main land users is shown: lands belonging to the Ministry of Defense of Ukraine make up 339.8 thousand hectares of the total area, or 84.9%; The Ministry of Internal Affairs of Ukraine – 11.8 thousand ha. or 2.9%; National Guard of Ukraine - 10,000 ha. or 2.5%; The State Committee for the Protection of the State Border - 6.8 thousand ha. or 1.7%; The Society for the Promotion of the Defense of Ukraine - 3.1 thousand ha or 0.8%, and other military formations - 10.7 thousand ha. or 2.7%. The changes that took place after the occupation of Crimea by the Russian Federation were studied, namely, the decrease in the area of defense lands by 9.5% to 362.2 thousand ha. It was determined that the model of the methodological process within the limits of the distribution of defense lands in Ukraine should be based on the functions of the land, which it performs for the development of society. The basis of land distribution should be the types of land use depending on defense and security, social, ecological and economic interests, taking into account the regime of land use and other natural processes.
