State guarantees and regional aspects of social care of orphans child and children deprived of parental care

Abstract: In our country, the difficult socio-economic situation of a significant part of the population and active military operations have aggravated the problems of social and biological orphanhood. As a result, the relevance of research on the issue of state guarantees and regional aspects of social protection of orphans and children deprived of parental care is determined. Social protection of this population category is based on the implementation of state social guarantees, on the basis of which social security is provided and social services are implemented. The topic of state guarantees of social protection of orphans and children deprived of parental care is widely researched in the works of domestic and foreign scientists from the fields of social work, law, social security and psychology. One of the basic studies that reveals the issue of social protection of the studied category of children in particular and in the context of the mechanisms of implementation of state guarantees is the dissertation of Olga Potopakhina. It is worth noting the study of Brych V. and Mykolyuk S., which described the main aspects of regional social protection of orphans. The development of social protection in this area at the regional level is designed to increase the efficiency of the work of authorized entities and improve the mechanism of response and adaptation to socio-economic circumstances in the region. In the study of O. Kiselyov and A. Kortikov, attention was focused on the analysis of the social protection system of the studied category of persons, which operated in 2014. Object of master’s research: system of social protection of orphans and children deprived of parental care. Subject of master’s research: state guarantees and regional programs of social protection of orphans and children deprived of parental care. The purpose of the master’s research: based on the analysis of existing programs at the state and regional levels in Ukraine and abroad regarding the social protection of orphans and children deprived of parental care, to propose ways to improve the development and implementation of programs in this area. The results of the study: the sphere of social protection of orphans and children deprived of parental care is based on a wide-ranging legislative and legal framework, and despite this, the issues of improving and reforming the existing system remain relevant. On the basis of domestic and foreign research, it is worth emphasizing the need to deinstitutionalize the system of social protection of orphans and children deprived of parental care, which in turn will contribute to increasing the level of material support for this category of children and their families. It will also have a positive impact not only on the economic and legal, but also on the social and psychological aspects, ensuring the full realization of the child’s rights to family upbringing and a full childhood. As a result of the analysis, we identified the weak and strong sides of both programs and formed a universal plan for monitoring social projects designed to provide this category of people with housing. In our opinion, it is the centralized establishment of social standards in the field of social security in combination with specialized local and regional social programs that will form an effective system of social protection for orphans and children deprived of parental care. It is worth noting that such a mechanism will make it possible to identify the needs of vulnerable categories of the population and cover them locally and in an appropriate manner.
