State policy in the field of employment in Ukraine, as a tool for solving unemployment problems in the conditions of martial law

Abstract: At the current stage of the development of the Ukrainian economy and socio-political state, the society faces a number of social problems, one of which is unemployment. This phenomenon and its regulation is one of the priority directions of the social state’s activities to ensure social well-being and stable development of the national economy. This is what determines the relevance of the study of state regulation of employment in the context of new socio-economic circumstances. The labor market and the level of national employment in the conditions of martial law underwent a significant deformation, which was caused by the temporary occupation of settlements and their economic potential, mass internal and external migration of the workforce and the general reformation of the economy. In accordance with these conditions, the mechanisms of state institutions of social policy are also changing in order to adapt and implement effective social protection. One of the basic Ukrainian studies in the field of employment is the work of Hlevatska N.M. and Mykhailovych V.A. The scientific work of these researchers was focused on the formation of a general conceptual apparatus regarding the labor market, a part of which is employment. This work can be called an example of labor market analysis, on the basis of which the main directions of possible reform of social policy in the field of employment were formed (Glevatska, & Mykhailovych, 2010). The work of S. M. Sinchuk and L. Amelicheva was focused on highlighting the main problems of social dialogue in labor relations, namely the formation of proposals for improving the current labor legislation to ensure the effective implementation of mechanisms for ensuring comprehensive employment (Synchuk, & Amelicheva, 2021). Based on the results of researching scientific literature with a relevant topic, we can form a research question for the master’s thesis: What are the current problems of employment in Ukraine under martial law and how can we solve or amortize them? Based on the research question, we formed the topic of the master’s study: "State policy in the field of employment in Ukraine, as a tool for solving unemployment problems in the conditions of martial law." The object of the study: state policy in the sphere of employment of the population in Ukraine under martial law. The subject of the study: current aspects of state social policy in the field of employment of the population in Ukraine under martial law. The purpose of the research of the master’s thesis is to study the current aspects of social policy in the field of employment of the population, which is carried out in the conditions of martial law and the formation of potential ways of their solution and depreciation. The hypothesis of the master’s thesis was formed - the state policy in the sphere of employment of the population in Ukraine is the main guarantor of solving unemployment problems in the conditions of martial law. In accordance with the goal of the master’s thesis, we formulated the tasks of the work: ? Investigate the theoretical basis for the study of employment and unemployment problems; ? To carry out an analysis of the legal mechanism of regulation of social policy to promote employment; ? Investigate the activity of the State Employment Service of Ukraine in wartime conditions; ? To analyze the main problems in the field of employment of the population in the conditions of martial law; ? To study the mechanisms of international regulation of the labor market based on the experience of countries under martial law; ? To form the main ways of improving employment regulation in Ukraine under martial law; ? Conduct an empirical study on the effectiveness of the Employment Service according to economic and demographic indicators in different regions of Ukraine. The following conclusions were formed as a result of the tasks of the master’s research. In the first chapter of the master’s study, we paid attention to basic knowledge regarding the theoretical study of the issue of employment and unemployment, legislative regulation of the employment market in the context of social protection and reduction of unemployment, and an overview of the activities of the State Employment Service in relation to effective regulation of employment. The second part of the master’s study was devoted to the applied aspects of the study of employment problems in the conditions of martial law, the existing mechanism of its regulation, international experience of employment regulation in the conditions of a state crisis and the identification of the main directions of improvement of the existing labor market regulation system. In the final chapter of the master’s qualification work, we carried out an empirical study related to the analysis of the effectiveness of the Lviv Regional Employment Center in the context of considering the main employment problems in the region under martial law and determining the main directions for promoting effective employment and improving the work of the institution. As a result of the research conducted on the topic "State policy in the sphere of employment in Ukraine, as a tool for solving unemployment problems in the conditions of martial law", we focused our attention on the study of this topic from the standpoint of theoretical and legal aspects of the study of the employment problem in Ukraine, applied aspects of studying the state of the market of work and employment in our country under martial law and relevant experience in the world, and also carried out an empirical analysis, which consisted in the study of the effectiveness of the Lviv Regional Employment Center under martial law according to economic and demographic indicators, as a representative component of the analysis of the activities of state social structures on the labor market under martial law.
