Abstract: The paper analyzes the essence and purpose of humanitarian aid and civil protection of the European Union as a leading actor on the international arena in support and promotion of peace and security in the world. The main concepts of humanitarian aid and civil protection and their functions are highlighted, as well as the key role of the EU in ensuring peace and security is clarified. The effectiveness of humanitarian aid and civil protection, and which indicators affect the state of providing humanitarian aid to those in need, have been studied. It was determined that humanitarian aid and civil protection are the main foreign policy directions of the European Union. Special attention in the master’s thesis is focused on regulatory and legal regulation and institutional provision of humanitarian aid and civil protection of the EU [2; 5]. Differentiated the peculiarities and prospects of international cooperation of the EU regarding the provision of humanitarian aid and civil protection to ensure peace and security. The provision of humanitarian aid to Ukraine after the full-scale invasion of Russia on the territory of Ukraine is analyzed. The cooperation of the EU with other international organizations in the field of humanitarian aid is singled out. Summarized perspectives and recommendations on the provision of humanitarian aid and civil protection of the EU [1; 4]. Study object is the foreign policy aspects of the EU’s activity in the provision of humanitarian aid and civil protection in ensuring peace and security. Scope of research – the mechanisms and indicators of the effectiveness of humanitarian aid and civil protection of the European Union as a direction of its activity in ensuring peace and security. Goal of research is to investigate the peculiarities of the provision of humanitarian aid and civil protection by the European Union, as an important direction of the Union’s external activity on the international arena to guarantee peace and security. It is concluded that the topic of humanitarian aid and civil protection is gaining momentum in international relations today. After all, it concerns issues related to global catastrophes of both a military and man-made nature, covering humanity and the earth. Humanitarian aid is defined as aid that aims to alleviate the suffering of people during life-threatening emergencies or crises. Civil protection complements humanitarian aid. The European Union is the largest donor of humanitarian aid in the world. EU humanitarian aid is based on international humanitarian principles such as: humanity, neutrality, independence, impartiality. The main institutional structure responsible for civil protection and humanitarian aid operations is the EU Department for Civil Protection and Humanitarian Aid (DG ECHO). According to the conducted research, it was determined that the EU cooperates with 200 partner organizations in the field of humanitarian aid and civil protection. Attention is focused on the fact that the EU has been providing humanitarian aid to Ukraine since 2014, but since the beginning of the russian war on the territory of our country, the EU has allocated more than 700 million euros of humanitarian aid, accepted 6.2 million Ukrainians fleeing the war to the territory of Europe. It was determined that the European Union faces new challenges in solving global problems every day, but modern technologies enable the EU to better respond to various types of disasters and wars. It was found that the EU seeks to further enrich its humanitarian activities and improve its skills in immediate response to crises [1; 3].
