Formation and Implementation of Human Resources Policy in Social Institutions: Domestic and Foreign Experience

Abstract: The development and implementation of HR policy is a rather complex and controversial process. The success of any organization depends on an effective HR policy, especially in social institutions, where the quality of social services depends on the competence and motivation of the staff. Therefore, the issue of forming and implementing HR policy in social institutions is extremely relevant in Ukraine and worldwide. Today, there is a large number of studies on the formation and implementation of HR policy in social service institutions. Some of the studies are devoted to the specifics of developing managerial decisions in the field of public administration, which were conducted by: K. Baldina, A. Yegorushkova, V. Lotina, V. Kozbanenko, A. Orlova, B. Porfyryeva, A. Solovyova, N. Hruschynska, G. Atamanchuk and others. K. Bezboru, H.L. Carpenter, T. Alsayf, I.A. Alhamad and others have devoted their works to the study of the issues of formation of personnel policy in non-profit organizations, in particular, social institutions abroad. The purpose of the study is to investigate the peculiarities of the formation and implementation of personnel policy in social institutions in order to provide recommendations for improving the efficiency of their management. The object of the study is personnel policy in social institutions of Ukraine and abroad. The subject of the study is the peculiarities of the implementation of personnel policy in social institutions in Ukraine and abroad. In the first chapter of the master’s research, we clarified the essence of HR policy and its role in social institutions for successful HR management and achievement of organizational goals. We examined the goals, principles and types of HR policy and their connection with the organization’s development strategy, In the second chapter, we studied the practices of forming and implementing HR policies in social sector institutions in Ukraine and worldwide, where we concluded that in order to create an effective HR policy, it is important to balance the interests of the organization and employees. When analyzing the state of HR policy in the Charitable Organization Caritas-Lviv UGCC, we found that the management structure of this organization shows a high degree of organization and efficiency. European practices of forming and organizing HR policy in social sector institutions are striking in their attention to diversity and inclusion of employees, opportunities for professional training and development, and the desire for work-life balance. In the third chapter, we presented ways to improve the Foundation’s HR policy based on the SWOT analysis of the current state of HR policy in the organization, which allowed us to develop a strategy for implementing the HR policy of the Charitable Organization of the Charitable Foundation Caritas-Lviv of the UGCC. Therefore, this section of the study emphasized the importance of implementing European experience in the formation and implementation of HR policy in social sector institutions in Ukraine.
