Abstract: This master thesis extensively investigates the nexus between international security and the escalating realm of cyber threats, with a keen focus on scrutinizing and evaluating the strategies employed by the European Union (EU) to effectively address and mitigate these threats. The research encompasses a thorough analysis of the current state of international security research in cyberspace, identifying key trends, challenges, and gaps in existing literature. The object of the study is the intersection of international security and cyber threats, with a special emphasis on how this dynamic manifests itself and develops in the context of the European Union. The subject of the study is the strategies used by the European Union to counter and mitigate cyber threats in the field of international security. The purpose of the study is to examine the intersection of international security and cyber threats, with a particular focus on analyzing and evaluating the strategies employed by the European Union to address and mitigate cyber threats. Theoretical frameworks underpinning international security and cyber threats are critically evaluated, establishing the conceptual framework for the study. Special attention is given to categorizing and understanding the types of cyber threats and their consequences for international security, with a notable emphasis on the role of state actors, including the aggression of the Russian Federation. The institutional dimensions of the EU’s response to cyber threats are explored, encompassing an in-depth analysis of existing policies and the evolutionary trajectory of its Cyber Security Strategy. The study delves into the features of the new Cyber Security Strategy of the European Union, elucidating its implications for the protection of member states from cyber threats. Furthermore, the concept of cyber diplomacy within the European Union is examined, highlighting its pivotal role in fostering international cooperation and enhancing resistance against cyber threats. The research identifies and assesses the challenges confronting the European Union in the field of cyber security, offering valuable insights into potential future prospects and developments. This work contributes to the nuanced understanding of the complex dynamics between international security and cyber threats, offering a comprehensive analysis of the EU’s strategies in navigating this evolving landscape.
