Twitter-diplomacy as a Tool for Responding to International Crises and Conflicts

Abstract: This work is sanctified to the analysis of features of digital diplomacy in the modern globalized world, where е-diplomacy comes forward as a multilateral instrument of reacting on crises and conflicts of modern political arena. In Chapter I, is analysed the tendency of reduction of general amount of international conflicts and crises is investigational in XXI century; threats of new epoch and the examples of crisis situations of the modern globally world are given, and also scenarios of development of crisis situation. The modern instruments of digital diplomacy are analysed in Chapter II; the social to the network is considered Twitter, as means of "soft force" in the modern measuring of diplomacy; main tasks of digital diplomacy to the USA are in the decision of conflicts; Ukrainian Twitter is in a global political context; tendencies that influenced on brought over of Ukraine to е-diplomacy; post-viral diplomacy and influence of modern technologies on a crisis to the coronaviruses. The chapter of ІІІ is sanctified to research of efficiency of diplomacy of Twitter on the example of conflict between Iran and United States of America. By means of analysis of content the level of perception of social networks was analysed in the decision of conflicts, and also positive aspects of activity of political actors in social networks. In a result, recommendations were given in relation to the increase of level of efficiency of conduct of digital diplomacy, and also counteraction of disinformation in the internet. Implementation of this work compelled to reach to the next conclusions: internationally-political importance of modern informatively-communicative technologies grows in connection with appearance of new forms of activity of international actors, as internet-participating of citizens in foreign-policy processes appears in form a dialogue, so-called interactive commonunication and bilateral political communication. Global development and use of possibilities of informatively-communication technologies have an important value for perfection and development of methods and receptions used by the states in modern public diplomacy.
