Мета вивчення дисципліни: The purpose of writing the course project is formation of the student's system of theoretical knowledge, students' acquisition of practical skills and abilities in the field of analysis of public procurement and state expenditures, the economic mechanism of their functioning, priorities and problems of development in the conditions of globalization, as well as digitization of certain procedures of budget expenditures and their role in the development of the state economy. The subject of the study is the theoretical and practical aspects of digitalization of public procurement in Ukraine based on the Prozorro electronic platform.
Завдання: Writing a course project involves the formation of competencies in students: general: ZK02. Ability to apply knowledge in practical situations. ZK05. Skills in using information and communication technologies. ZK08. Ability to search, process and analyze information from various sources. ZK12 Ability to work autonomously. special: SK 06. Ability to use modern information and software for obtaining and processing data in the field of finance, banking and insurance.
Learning outcomes: As a result of writing the course project, the student must be able to demonstrate the following learning outcomes: PR 04. Know the mechanism of functioning of state finances, including budget and tax systems, finances of business entities, household finances, financial markets, banking system and insurance. PR 07. Understand the principles, methods and tools of state and market regulation of activities in the field of finance, banking and insurance. PR 08. Apply specialized information systems, modern financial technologies and software products. PR 11. To have methodical tools for the implementation of control functions in the field of finance, banking and insurance. PR 19. To demonstrate the skills of independent work, flexible thinking, openness to new knowledge. PR 26. To design and develop financial relations with counterparties on the basis of compliance with the principles of corporate social responsibility, using the existing financial infrastructure. PR 29. To analyze the conditions and rules for the sale of financial products and the provision of financial services, taking into account the procedures of electronic public procurement, to carry out activities related to the conclusion of contracts, using the methods of banking and insurance marketing.

Summary of the subject: An effective tool for influencing the volume and direction of public expenditures and public consumption of goods is the system of public or public procurement. The rational use of public funds for strategic purposes, ensuring transparency and fighting corruption are currently the priorities of the state fiscal policy of Ukraine. Violation of the effective functioning of the public sector of the economy in the expenditure part of the budget often results in a deficit of budget funds regardless of the level of tax revenues. In the conditions of total globalization, the development of technologies has an increasing influence on all spheres of human activity. The use of digital technologies is an integral routine for most citizens and enterprises of the developed countries of the world. For such reasons, the digitization of public finances is inevitable, because the process of managing budget revenues and expenditures using modern technologies can reduce the loss of budget funds, reduce the administrative burden and increase the efficiency of the use of budget resources. Electronic public procurement as a key component of public consumption processes is an integral process of public spending in the era of digitalization.
Опис: The task of writing a course project is to reveal the essence of electronic public procurement, the content and scope of procurement procedures; - study of the legal regulation of public procurement in Ukraine; - research of the production and commercial activities of the participants in procurement processes; - factors influencing the development of procurement processes and procedures. Chapter 1. Theoretical part. It should contain a name that will reflect its content in accordance with the task received. The section must be structured into points, which will highlight information on the analysis of the subject in accordance with the option. The presentation of the material should be logical and coherent. At the same time, it is advisable to refer to literary sources. Chapter 2. Analytical part. In this section, it is necessary to provide a general description of a separate procurement subject, which is the object of research in accordance with the received task. The subject's type of activity should also be indicated. When performing the analytical part, students, using the financial statements of the research object and information sources, form data on the public purchases made (the information can be presented in a table and graphically). At the same time, it is necessary to conduct an analysis of the given data for 3-5 years, using the acquired knowledge. 1. Theoretical and legislative aspects of public procurement reform and their transformation into electronic format in Ukraine. 2. Use of the standard (effect) of open data in the process of electronic procurement. Advantages and disadvantages. 3. The concept and essence of electronic public procurement in the global dimension and in Ukraine. 4. Stages of the public procurement process. Procurement cycle. Essence, meaning and classification. 5. Procurement procedures in Ukraine: examples and criteria of threshold and above-threshold procedures. 6. Types and forms of procurement procedures: criteria and classification. Competitive and non-competitive procurement. 7. Counterparty participants in public procurement: customers, suppliers and intermediaries. 8. Reform of public procurement in Ukraine. Essence, meaning, consequences. 9. Electronic public procurement as a global phenomenon. Peculiarities of electronic procurement in EU and US cranes. 10. Open bidding as the main procurement procedure. Features, examples, characteristics.
Assessment methods and criteria: Introductory lecture: information-receptive method; heuristic method; problem statement method. Independent work: reproductive method; research method.
Критерії оцінювання результатів навчання: Completeness of the disclosure of the theoretical part (20 points) - Precision calculations in the calculation of (20 points) - Correct evaluation of the results (20 points) - The effectiveness of the implementation of the proposed measures for improvement (10 points) - Completeness and justification in the protection of answers (20 points) - Quality and timely execution of work (10 points)
Порядок та критерії виставляння балів та оцінок: 100–88 points – (“excellent”) is awarded for a high level of knowledge (some inaccuracies are allowed) of the educational material of the component contained in the main and additional recommended literary sources, the ability to analyze the phenomena being studied in their interrelationship and development, clearly, succinctly, logically, consistently answer the questions, the ability to apply theoretical provisions when solving practical problems; 87–71 points – (“good”) is awarded for a generally correct understanding of the educational material of the component, including calculations, reasoned answers to the questions posed, which, however, contain certain (insignificant) shortcomings, for the ability to apply theoretical provisions when solving practical tasks; 70 – 50 points – (“satisfactory”) awarded for weak knowledge of the component’s educational material, inaccurate or poorly reasoned answers, with a violation of the sequence of presentation, for weak application of theoretical provisions when solving practical problems; 49-26 points - ("not certified" with the possibility of retaking the semester control) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to apply theoretical provisions when solving practical problems; 25-00 points - ("unsatisfactory" with mandatory re-study) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to navigate when solving practical problems, ignorance of the main fundamental provisions.
