Extended annotation To ensure sustainable development of the territory it is necessary to analyze the implementation of urban planning documentation, assessment and forecast of the state and changes of urban development objects [1, 2, 5, 7, 8]. These issues are dealt with urban cadastre, which is maintained by the authorized bodies of urban planning and architecture. The basis of cadastral works is a topographic map or plan that accurately displays information about the terrain and situation of the settlement. Therefore, the creation of topographic plans of scales 1: 500, 1: 1000, 1: 2000, 1: 5000 is relevant. The choice of the scale of the survey depends mainly on the territory of the settlement, or on the tasks for which it is created. It is necessary to create the topographic plan of scale 1: 2000 for the territory of Zhovtneve village Khmelnytsky region according to the technical task for performance of works. At the stage of pre-design survel the materials were collected about physical and geographical characteristics of the work area, cartographic materials of previous years, geodetic support points for the development of a geodetic basis. It was found that the territory of the Zhovtneve village is complex and cut with ravines and gullies and the river valley of the Muksha river. There are topographic maps of scales 1: 1 000 000, 1: 500 000, 1; 100 000, 1:50 000. In the territory of the Zhovtneve village were found two reference points PP 701, PP 702. The coordinates of the other eight reference points were determined with using the navigation device of the global positioning South RTK and laid on the ground by the center type 160 [3. 4. 6]. It was decided to create a planned basis for polygonometry of the 2nd category, height - trigonometric leveling. The second and third stages of works, respectively field and cameral engineering and geodetic survey works. – According to the normative requirements [3, 6] 12 courses of polygonometry of the 2nd class are designed. The total length of the designed passages is 14602,573 m. – The lengths of the sides of the designed passages are in the range of 88.402 m - 349.433 m. And the passages themselves - 331.991 m (7 moves) - 2066.434 m (8 moves) – The starting point for the planning basis is the five basic sides which are based on ten reference points of the 4th class polygonometry. The parties converge at three nodal points - 7, 17, 33. – The altitude base fully corresponds to the planned and therefore field survey work was carried out at the points simultaneously Field work began with a survey of 10 bases reference points PP 701, PP 702, PP 703, PP 704, PP 705, PP 706, PP 707, PP 708, PP 709, PP 710 and it was found that all bases are in good condition. Next, reconnaissance of polygonometry of the 2nd category was performed. 62 points of polygonometry were fixed on the ground with temporary signs, and at the nodes laid the centers of type У 15. An electronic total station SOUTH NTS-355R was used to measure lines, angles and elevations [9]. All measurement results are transferred to a PC for further processing in the program Credo.dat. The catalogs of coordinates and heights of points of a geodetic basis are received. The issues of organization, planning and calculation of the cost of geodetic works are considered. The created geodetic basis was further used for topographic survey [4, 7] based on the results of which a digital topographic plan of scale 1: 2000 of the Zhovtneve village was compiled with a total area of 674 hectares. Measurements are made and coordinates and heights of points of a geodetic basis are received. A tacheometric survey was performed and a topographic plan of scale 1: 2000 Zhovtneve village Khmelnytsky region was created. References 1.
