Formation of project documentation on land management for the organization and establishment of nature reserve fund boundaries

Abstract: In the master’s thesis, a study of the project documentation formation for land management on the organization and establishment of the boundaries of the natural reserve fund territories was carried out. The theoretical and methodological foundations for the project documentation formation for land management on the organization and establishment of the boundaries of the natural reserve fund territories have been studied. The characteristic of the land plot of the nature reserve fund "Lanovetsky Zoo and Botanical Garden " is given. The geodetic formation of the studied land plot is considered. The works on ensuring the regime of use of the nature reserve fund lands have been determined. The legal framework for the allotment of a land plot during the development of a land management project on the organization and establishment of the boundaries of the natural reserve fund territories and the work on the organization of the zoological park territory "Lanovetsky Zoo and Botanical Garden " have been investigated. The justification of the procedure for agreement and approval of the land management project on the organization and establishment of the boundaries of the natural reserve fund territory was carried out. The object of study is the theoretical and methodological foundations for the study of work on the project documentation formation for land management on the organization and establishment of the boundaries of the natural reserve fund territories (for the preservation and use of zoological parks. The subject of the study is a land plot of the natural reserve fund - "Lanovetsky Zoo and Botanical Garden" of local significance. Research methods. In the course of the research, the basic methods in a system of methodology (and also their application) are formed. We used the following methods: - the observations during the survey of the land plot; - the measurements – work related to geodetic surveys and the transfer of land in kind; - survey – when establishing the intended use of land and geodetic works; - the comparison with the plan of the studied area location. To create a scheduled basis the GIS technologies are used. The theoretical methods (generalization from the abstract to the concrete) were used to study the land fund of the natural reserve fund as a whole and the specific land plot of "Lanovetsky Zoo and Botanical Garden". Results. Work on land management, namely the formation of project documentation on land management for the organization and establishment of the boundaries of the natural reserve fund territories is the basis for the land plot allotment on the ground for ownership or use, i.e., the formation of a new owner (Verkhovna Rada of Ukraine, 2001, 2003). The lands of the nature reserve fund are one of the categories of the state land cadastre. When characterizing these lands, it should be noted that they include the territories of eco-networks, lands of forest and water fund, as well as territories where natural conditions have been created. This will ensure the legal granting of the status of “Natural Reserve Fund” (Verkhovna Rada of Ukraine, 2001). These include the following objects: natural reserves, sanctuaries, natural monuments, protected tracts, parks and monuments of landscape art, as well as with the established legal regime of those objects and areas that meet these requirements (Verkhovna Rada of Ukraine, 1992). The main documents are maps of primary accounting and a cadastre of territories and objects of the natural reserve fund. The division of lands of the nature reserve fund according to their purpose, as well as their status of national or local significance, regarding the mode of use depending on their historical, cultural, ecological, and scientific value are given (MENRU, 2020). It has been established that according to the accounting data, as of January 1, 2020, the natural reserve fund of Ukraine totals 8,512 territories and objects with a total area of 4,418,000 hectares and 402,500.0 hectares within the Black Sea. When characterizing the nature reserve funds within the country in 2019, we can conclude that their area increased most of all in Rivne - 22018.21 hectares, Kherson - 15911.84 hectares, Zaporizhzhya - by 13115 hectares, Lviv - 12800.6471 hectares and Transcarpathian - 11,716.2 hectares (MagneticOne, 2020; Nature reserve fund of Ukraine, 2020; State geodetic network of Ukraine, 2020). The object of the study is a land plot of the natural reserve fund "Lanovetsky Zoo and Botanical Garden" of local significance, which is located on the territory of Lanivtsi city with an area of 10,000 hectares, and the purpose - 04.05 for storage and use of zoological parks (Ecological passport of Ternopil region, 2019). The geodetic formation of the land plot, which is an integral part of the land management documentation is considered. The materials of the land use plan copy from the public cadastral map and the graphic location of the investigated site on the general plan of Lanivtsi are presented (Satellite map of Ukraine, 2020; Google maps, 2020). The scheme of binding to geodetic points of the State Geodetic Network is presented. The calculations of the schedule of areas for "Lanovetsky Zoo and Botanical Garden" are given. The topographic plan of "Lanovetsky Zoo and Botanical Garden" and staking and fixing drawings were completed. A plan of the land plot boundaries was developed and its boundaries were set out (on the ground) based on geodetic calculations. A plan for the territorial organization and zoning of the "Lanovets Zoo" has been developed. The following zones on this plan are shown: recreational, a zone of cultural and educational activities, active recreation, passive recreation, exposition zone, scientific, economic, and parking zone. The procedure for agreement and approval of the land management project is defined. A block diagram that shows the work stages of the land management project on the organization and establishment of the boundaries of the natural reserve fund territories has been developed. The specified block diagram defines four meaningful blocks (linked by information to each other) of the same type of work performed in the established regulatory framework and a clear sequence.
