Master’s thesis. – Lviv Polytechnic National University, Lviv, 2021. Extended abstract. The paper summarizes and analyzes the theoretical and methodological principles of professional competence and ethics in the field of public administration. Based on research papers [1; 2] revealed the concepts and categories in the study of the competence of civil servants. The main criteria of ethics of their profile activity are investigated in the work, which from different points of view are investigated by scientists [3; 4]. Ethical and moral elements in the disclosure of the professionalization of the civil service are analyzed. The research works and thematic sources substantiate the relevance of improving the system of strategic personnel management and developing appropriate methodological approaches to the formation and implementation of the personnel management system of public administration [5; 6]. Their work is studied in the system of general competencies of civil servants, the content and components of which are given in scientific publications [7]. Modern directions and means of adaptation of domestic standards of civil servants to European standards are studied [8]. Based on the studied literature, it is substantiated that there is an objective need to form an integrated competence of civil servants, which allows to solve various management situations and new management tasks in solving the declared idea of the civilizational mission of the state to ensure democratic development. It is argued that this is the way to ensure the multifaceted nature of their professional activities. Proposals on ways and directions of development of strategic professional competence and ethics in the system of education of employees of the organization are formulated. The object of research is the sphere of professional competence and moral qualities of civil service managers. The subject of research is the state and preconditions of development of institutional management structures and modernization of qualification requirements for civil service positions due to systemic changes in professional activity. Goal of research is to clarify the prospects for improving the criteria of ethics in the professional competence of civil servants with certain areas of modernization of qualification requirements for their positions and the expected results of professional activities. Briefly put research results. The characteristic and the analysis of activity of the tax organization are resulted. The basic principles of formation and development of strategic competence and ethics of its employees are analyzed. The expediency of modernization of qualification requirements for civil service positions due to systemic changes in professional activity is substantiated. For the development of the staff of the studied organization it is proposed in the system of integrated competence of civil servants to choose the main criterion of their qualification, ie the functional capacity to ensure public authority. The criterion of the ability of this type of integration principles of competence to be carried out on a professional and permanent basis with an assessment of the level of education and experience of practical implementation of qualifications in accordance with job requirements. Based on the profile activities of the Western Interregional Department of the State Tax Service to work with large taxpayers, the specifics of its employees, the principle and approaches to the formation of integrated competence is proposed for practical use of the investigated state tax service. We believe that the use of this type of formation of integrated competence will provide an appropriate level of new aspects of qualifications, sufficient to ensure a minimum standard of reliability and performance. From a theoretical point of view, one can take the position that such a format can be a prerequisite for qualifying the civil service of the tax sector on the principle of professional qualities, while creating a legitimate basis for professional public administration in the field of tax administration. The introduction of so-called security strategies is recommended in the organization of practical activities. The development and implementation of functional strategies becomes more substantive when these strategies are developed by heads of departments. The practical effectiveness of the formulated functional and support strategies is much higher when they are interconnected and interdependent with the overall strategy. Such approaches to building multi-level strategies should be considered appropriate for the Western Interregional Department of the State Tax Service to work with large taxpayers. Based on the profile of this tax authority and the specifics of its structural units, we consider important aspects of the interconnectedness of different strategies.
