Abstract: The master’s qualification work was performed on the topic: Increasing the responsibility of officials of state bodies – civil servants. The essence of which is revealed in three sections. The first section reveals the theoretical and methodological principles of responsibility of officials of state bodies – civil servants, describes in detail the regulatory and legislative regulation of the official of state bodies – civil servants. The definition of discipline and legal responsibility is given. Emphasis is placed on the peculiarities of legal responsibility of civil servants, which is due to their special legal status and is the duty of unconditional performance of their duties, the Oath of Civil Servants, rules of ethical conduct, anti-corruption legislation and a number of certain restrictions provided by law non-compliance occurs a certain type of liability. The characteristic features and purpose of legal liability of civil servants are determined. A detailed analysis of different types of liability is given. The issue of liability for corruption and corruption-related offenses has been identified separately. The second section presents problematic issues of regulatory and legal regulation of disciplinary proceedings and analyzes the work of the disciplinary commission on the implementation of disciplinary proceedings against officials of the State Migration Service in Lviv region. The set of various measures implemented to address the issue of increasing the responsibility of officials of public bodies - civil servants, namely - changes in the legislation of Ukraine, the formation of a culture of governance, the latest requirements for professional competencies of officials; improving the process of public consultations and public consultations on the formation and implementation of public policy, regulation of state strategic planning, improving management accountability in accordance with European principles, taking into account the peculiarities of public administration in Ukraine, creating conditions for individuals and legal entities to receive high quality and administrative services are available according to convenient and clear procedures. The work of the disciplinary commission on the implementation of disciplinary proceedings against officials of the State Migration Service in Lviv region - civil servants is analyzed. On the example of the work of the disciplinary commission the chronology of changes in normative - legal acts concerning the order of carrying out of disciplinary proceedings is covered. The third section presents the best foreign experience in increasing the level of responsibility of government officials and ways to increase the level of responsibility of civil servants. It is argued why foreign experience in the civil service in terms of its reform and modernization is very valuable for Ukraine. Adaptation of foreign experience to the requirements of our state and national traditions will contribute to the reform and modernization of the civil service, improving its performance in the context of administrative reform in Ukraine. The normative and legal improvement of the system of legal responsibility of officials of state bodies - civil servants is detailed. The directions of the Public Administration Reform Strategy of Ukraine for 2022-2025 and the main guiding documents of the National Agency for the Prevention of Corruption are highlighted. Special attention is paid to IT technologies and tools offered by NAPC in the direction of preventing and detecting corruption. The directions of improvement of mechanisms of formation and realization of the state policy in the sphere of responsibility of officials of the state bodies - civil servants are offered.
