Research and development of international crediting of small and medium-sized businesses in terms of Ukrainian and Polish cooperation

Abstract: Small business is an exceptional force for the development of the national economy, as it stimulates the solution of potentially strategic socio-economic issues, namely the creation of new jobs, the creation of a competitive environment in regional markets, the growth of economic activity, and wide opportunities for the introduction of innovations. Finding alternatives that will at least accelerate the development of small and medium-sized businesses remains relevant for the economy. The main obstacle is the lack of funding from the state and the failure to provide a number of favorable conditions for the development of SMEs. The purpose of this study is to reveal the key problems of lending to small and medium-sized businesses in Ukraine, to identify a number of factors that cause stagnation in the development of entrepreneurship, as well as market infrastructure, and the provision of poor-quality services by commercial banks to small and medium-sized business entities. In the process of studying the issue of small and medium-sized business research, a number of scientific articles were analyzed and the legislative framework for the regulation of small and medium-sized businesses in Ukraine was considered. The object of the study is JSC "Kredobank", which belongs to the group "Banks of foreign banking groups" according to the classification of the National Bank of Ukraine. The regional network of JSC "Kredobank" has 82 branches and covers most regions of Ukraine. The subject of the research of the master’s qualification work is an in-depth analysis of the characteristic features of the problem of lending to small and medium-sized businesses, as well as an analysis of the economic activity of JSC "Kredobank" in terms of the segment of small and medium-sized businesses, which is one of its key areas of financial support for this vulnerable type of business in our country. The work consists of four sections. In the first chapter, the content of the concepts "small and medium-sized business", "international economic activity" is considered, and the specifics of international lending are highlighted. Conceptual principles (version 1.0)", proposed for parliamentary committee hearings by the Ministry of Economic Development and Trade in December 2016 regarding investment support for digitalization (broader use of ICT) of the country, once again emphasizes the direct financial participation of the state in various forms. In particular, the participation of minority state capital in the Co-Investment Institute (CII) is proposed as a positive signal for international creditors, large international corporations, which currently seem doubtful given their difficult financial condition. In Ukraine, due to the complex socio-economic and political situation, significant economic decline, events in the East of Ukraine, the annexation of Crimea and the urgent need to allocate the necessary amount of resources for such activities, I cannot. Among the modern development of the market economy, the problems of small and medium-sized businesses should become a key point in the development of economic policy in Ukraine, because this would help to eliminate a number of problems of a socio-economic nature. Crisis phenomena extremely restrain the development of the economy of our country and do not allow to rise to a new level of the level of developed European countries, from this it follows that the protection of small and medium-sized businesses by the state should be a priority during the difficult conditions of carrying out their activities in Ukraine. Today, small and medium-sized businesses face a number of problems on their way to conducting business: - excessive tax burden; - lack of alternative state programs to support the financing of SMEs; - lack of protection by the state, development of the shadow economy. In the first chapter of the master’s qualification work, the legislative regulation of the activities of JSC "Kredobank" is also considered. The second chapter analyzes the international economic relations between Ukraine and Poland. The characteristics of the state of small and medium-sized businesses between Ukraine and Poland are given. The third section of the work reveals the study of the production and economic activity of JSC "Kredobank", the analysis of the international economic activity of the enterprise was also carried out. The fourth section is devoted to the development of proposals for forecasting the banking activity of JSC "Kredobank" in the context of the development of Ukrainian-Polish cooperation.
