Research and development of organizations personnel potential in the conditions of Ukrainian-Chinese relations

Abstract: In general, personnel potential refers to the labor resources of the enterprise with their inherent competencies, thanks to which they ensure the efficiency of the enterprise. "The personnel potential of the enterprise can be considered as a quantitative and qualitative characteristic of the personnel, its existing and potential strengths and opportunities, which are related to the implementation of its functional duties and powers, and affect the achievement of the goals and objectives of the strategic development of the enterprise. Therefore, in a practical aspect, it is possible to study personnel potential through the capabilities of personnel, the quality of their professional and qualification training, personal, psychological, physiological qualities and creative abilities" (Muterko, G., 2023). The specifics of the work of scientific and pedagogical staff involves the permanent study of new disciplines and topics, the implementation of scientific developments that ensure the acquisition of new knowledge used in work with students, the acquisition of new skills (studying foreign languages, information processing software, the latest techniques and technologies), which ensures self-development and acquisition of new or strengthening of existing personnel competencies. This ensures cost savings by educational institutions for the development of personnel potential, "due to the reorientation of personnel development processes to permanent professional training, which is implemented in the process of performing the employee’s production duties" (Dyadyura K.V., Ivanova N.S., 2023). At the same time, the conditions are created for continuous improvement of the qualifications of the personnel of educational institutions and the direct integration into the educational process of all acquired knowledge, skills and abilities. An important role in the development of the personnel potential of higher education institutions should be played by the organization of dual education activities with the participation of teachers of educational institutions and practitioners of enterprises. Using theoretical knowledge in practice and gaining practical experience is a very effective and efficient way of developing the personnel potential of higher education institutions. At the same time, such specific approaches as mentoring and coaching in institutions of higher education in relation to scientific and pedagogical staff have a limited effect and can be used in the adaptation of young and new teachers to working conditions and fulfilling the duties of a teacher, curator, etc. Also effective measures for the development of personnel potential are: "professional training; seminars, lectures, conferences, business breakfasts, round tables, discussions; training of managers, based on the independent solution of specific tasks from real practice; business games and trainings; independent study" (S. B. Ivanytska, N. V. Anisova, A. O. Petrova, 2023). Trade cooperation between Ukraine and China is a priority direction of the countries’ development. The signing of the agreement on political cooperation and free trade improved the relations between the countries and made it possible to improve the conditions of mutual trade between the states. A decisive role in Ukrainian-Chinese relations is played by cooperation in the field of science and education, which is established by bilateral agreements and is implemented in accordance with the adopted and approved plan. The analysis of the microenvironment was carried out on the example of the Department of Management and International Entrepreneurship of the Lviv Polytechnic National University. Her educational and scientific activities were considered, and an analysis of international activities was carried out. The department of management and international entrepreneurship analyzed indicators of the development of personnel potential. The object of the research is the Department of Management and International Entrepreneurship of the Lviv Polytechnic National University. The subject of the research is indicators of the development of personnel potential, which arise and develop in the international cooperation between Ukraine and China. The purpose of the research is to study the theoretical foundations and solve applied problems of ensuring the development of personnel potential of organizations in the conditions of Ukrainian-Chinese relations. Ensuring the development of personnel potential in the conditions of Ukrainian-Chinese cooperation of the Department of Management and International Entrepreneurship of the National University "Lviv Polytechnic" involves the involvement of university resources, the formation of costs and obtaining allocations for the implementation of specified projects. In particular, it has been determined that the priority directions for ensuring the improvement of personnel potential development indicators by the Department of Management and International Entrepreneurship are the receipt of an educational-scientific Chinese-Ukrainian grant for conducting joint scientific research with Chinese colleagues and students on the development of partnership economic relations on both the macro and micro levels.
