Abstract: Land sales (auctions) are a method of selling land in which the buyer is the person who offered the highest price. State and municipally owned land plots are subject to sale on a competitive basis (land auctions). The introduction of competitive methods of selling land plots or rights to them (lease, superficies, emphyteusis) has undoubted advantages for the territorial community, since successfully conducted land auctions are an effective means of significantly increasing revenues to local budgets [2]. This study analyzes the regulatory and legislative acts that govern the development of a land management project for the allocation of a land plot for lease on a competitive basis (land auction) to prepare a lot for land auctions. The object of the study is a land plot that is leased on a competitive basis (land auction) to prepare a lot for a land auction. The subject of the study is the development of a land management project for the allocation of a land plot for the placement and operation of buildings and structures for additional transportation services and auxiliary operations for parking and temporary commercial and other public facilities. Research methods. In the course of the research, statistical materials on transport lands and technologies of cadastral work were used. Research results. According to Chapter 13 of the Land Code of Ukraine, the category of land for industry, transport, communications, energy, defense and other purposes includes land plots granted in accordance with the established procedure to enterprises, institutions and organizations for carrying out their respective activities. The specifics of the use of land in this category are revealed through its structure. Transport lands are lands provided to enterprises, institutions and organizations of railway, road transport and road economy, sea, river, aviation, pipeline transport and urban electric transport for the performance of their tasks of operation, repair and development of transport facilities [1]. Organizations, enterprises and institutions of transport are obliged to rationally use the land provided to them without violating the interests of other land users (including tenants), prevent deterioration of quality, waterlogging, and pollution of land by untreated sewage and industrial waste, take measures to strengthen ravines, protect soil from erosion, and comply with other land protection requirements [3]. According to the StateGeoCadastre [4], the total land area in Ukraine used for transport as of January 1, 2023 amounted to 496.8 thousand hectares. Transportation lands cover a wide range of land uses. The development of Ukraine’s transport sector requires significant changes in land use in accordance with international agreements. Based on the available sources of information, no such changes have been observed. However, international agreements and draft legislation indicate the prospects for development and significant potential of all sectors of transport in Ukraine [5]. After analyzing the data from 2017 to 2022, there is a tendency to increase the area of land under roads, which has increased from 309.4 thousand hectares to 321.9 thousand hectares, while reducing the area under railways by 10.9 thousand hectares. The area under airports and related facilities decreased slightly, by only 1.0 thousand hectares. In order to modernize the transport infrastructure, it is advisable to conduct further research on individual sectors of transport, which is a prerequisite for the development of partnership between the state and private business. [6] The results of the land auctions held during the study period are disappointing, as they do not contribute to the strengthening of the Ukrainian economy and do not ensure the proper functioning of the land market. Having analyzed the land market, we can identify some reasons for the disappointing trend of land auctions, namely: 1. Failure to comply with legal requirements for organizing and conducting land auctions; 2. Insufficient number of bidders; 3. Formality of auctions; 4.
