Management of personnel policy in the social sphere institution: challenges and prospects (on the example of the Main Department of the Pension Fund of Ukraine)

Abstract: In today’s rapidly changing world, effective HR management is becoming a key factor in the success of any organisation, especially in the social sphere. Social security institutions, in particular Pension Funds, play an extremely important role in ensuring social protection of the population and require highly qualified staff to provide quality services. Personnel have always played a key role in ensuring the efficient operation of an institution. The success of any organisation depends on the knowledge, competence, qualifications, discipline, motivation, ability to solve problems, and most importantly on the manager who is always responsible for his or her employees. The purpose of the master’s qualification work is to study current approaches to the management of human resources policy in social institutions, in particular, in the Main Directorate of the Pension Fund of Ukraine, and to develop on this basis scientifically sound recommendations for the implementation of best practices in human resources management for the development of human potential. Objectives of the study: 1. toanalyse theoretical approaches to the process of managing HR policy in social institutions. 2. to study the peculiarities of the activity and specifics of the HR policy of the Main Directorate of the Pension Fund of Ukraine. 3.to carry out a comparative analysis of domestic and foreign practices of HR policy management in social institutions. 4. to conduct an empirical study, on the basis of which the main problems of HR policy management in the Pension Fund of Ukraine will be identified 6. to develop practical recommendations on how to improve HRM management in view of current challenges. We have established that the following changes are needed in the process of HR policy management in the social sector organisation - the Pension Fund of Ukraine: the need to increase the transparency of management decisions, implement anti-corruption measures, develop the competencies of the management team, a mentoring programme, modernise approaches to employee motivation, strengthen cooperation between departments, digitalise processes, and improve the skills of employees. To improve HR management, a number of improvements and possibly new technologies should be introduced, which will be unusual for employees and, in particular, for management. However, this is the only way to create a comfortable environment and the most convenient conditions for customer service and employee work. Improved HR policies will result in a higher level of trust, lower staff turnover, and an overall improvement in the quality of social institutions.
