Abstract: Employment centers are key to maintaining employment and labor market stability, especially amid challenges like martial law, mobilization, and relocation. Addressing these issues requires effective motivational programs to support employee loyalty during crises. Research by Korolkov V.V., Babenko D.O., Prokhorovska S.A., and Kravchenko O.O. highlights the importance of adapting motivational strategies to crisis conditions, using individualized and innovative approaches for effective personnel management. Objective: The objective is to develop recommendations for improving the personnel management system through the implementation of motivational factors based on the example of the Lviv Regional Employment Center. Research tasks: • Analyze scientific literature and sources on the topic; • Explore the legal and regulatory aspects of personnel management in social sector institutions; • Formulate the methodology for researching personnel management systems based on motivational factors; • Analyze foreign and domestic experiences in studying the subject; • Analyze the use of an individualized approach to employee motivation in the social sector; • Identify innovative motivational practices in social sector personnel management in Ukraine at the present stage; • Conduct an analysis based on empirical research of the personnel management system at the Lviv Regional Employment Center; • Empirically identify problems and ways to improve the personnel management system based on motivational factors at the Lviv Regional Employment Center; • Develop practical recommendations; • Formulate conclusions based on the analysis of the personnel management system using motivational factors. Object: Improvement of the personnel management system in social sector institutions. Subject: The impact of motivational factors on improving the personnel management system in social sector institutions, using the Lviv Regional Employment Center as a case study. The first chapter explores the theoretical and methodological foundations of improving personnel management through motivational factors, which are key for the effective operation of institutions in modern conditions. This chapter lays the groundwork for further study of practical aspects of employee motivation in the social sector. The second chapter analyzes the practical aspects of improving personnel management through motivational factors in social sector institutions. It examines the use of motivational methods in domestic and foreign institutions, the individualized approach to motivation, and the limitations of their implementation. Innovative motivational practices for improving personnel management efficiency are also highlighted. The third chapter is dedicated to analyzing the personnel management system at the Lviv Regional Employment Center. Based on a survey of employees, the issues of motivation are identified, and recommendations are developed to improve them through new motivational factors for enhancing personnel management.
