Energy efficiency management of GIZ facilities for internally displaced persons

Abstract: In the context of the energy crisis, rising utility tariffs, and mass internal displacement due to military actions, the issue of effective energy efficiency management of residential facilities has become particularly relevant. The implementation of thermomodernization projects for buildings housing internally displaced persons (IDPs), supported by the international organization Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), significantly reduces energy costs and improves living conditions for vulnerable population groups [1]. The effectiveness of implementing energy efficiency measures depends on a comprehensive approach, including technical, financial, and organizational aspects. The conducted analysis showed that the adaptation of international experience to Ukrainian realities allows for a significant reduction in building energy consumption (by 30–50%), a decrease in CO2 emissions, and ensures rapid investment payback due to savings in heating and electricity costs [2]. This master’s thesis examines the processes of energy efficiency management in residential buildings managed by GIZ. The aim of the research is to model the economic benefits of implementing thermomodernization and energy management measures. The object of the study is the practice of implementing energy efficiency measures in facilities intended for housing internally displaced persons with the support of GIZ, as well as the assessment of their economic efficiency. The first chapter outlines the theoretical aspects of energy efficiency management in residential buildings, particularly the essence of key concepts and international and national experience in the field of thermomodernization [3]. The second chapter is devoted to the economic characteristics of the activities of the GIZ development agency in Ukraine and analyzes the financial, social, and territorial aspects of selecting premises for IDPs [4]. The third chapter includes an analysis of the economic feasibility of implementing energy efficiency measures at specific GIZ sites, their energy efficiency potential, and environmental benefits. The fourth chapter presents methodological recommendations for energy efficiency management, cost estimation of the measures, and an assessment of the economic benefits of their implementation, followed by an efficiency audit.
