An urgent need to preserve and protect the objects of the cultural heritage of the nation occurs within the context of the globalization of democratic changes in society as well as the need to legally regulate public relations arising in the field of cultural heritage protection. Many changes have taken place in the Ukrainian legislation during the period of independence. Particularly, that is the result of the European integration course of development of Ukraine. That is the reason why Ukrainian legislation requires compliance with international legal norms. International practice will make it possible to use the experience of foreign countries in preserving cultural heritage. The ratification by Ukraine of several international conventions on the protection of cultural heritage, such as the Convention concerning the Protection of the World Cultural and Natural Heritage of 1972 [3], the Convention for the Protection of Cultural Property in the Event of Armed Conflict of May 14, 1954[139], the UNESCO Convention on the Protection of the Underwater Cultural Heritage of November 6, 2003[140], the UNESCO Convention concerning the Protection of the World Cultural and Natural Heritage of November 11, 1972[8], in addition to the adoption of legal obligations began the implementation of international practices. The object of the study is public relations in the field of cultural heritage protection of Ukraine. The subject of the study is an administrative responsibility for offenses in the field of cultural heritage protection. The purpose of the study is a comprehensive study of the problem, justification of conclusions, and formulation of proposals for improving legislation in the field of cultural heritage protection on a theoretical basis. The sphere of cultural heritage protection requires refuge and regulation by the state authorities. The legislation of Ukraine establishes the standards for regulating public relations related to the protection of cultural heritage. The public authorities are responsible for the monitoring of compliance with the norms of legislation. The study led to the conclusions about the imperfection of modern law and its inconsistency with the needs of society due to the presence of deficiencies in the legislation.
