Currently in Ukraine there are complex processes that indicate significant structural modernization in various spheres of public life, and increasing activity of the executive branch in the management of social processes. Unfortunately, the existing model of public administration of the most important spheres of public life (economic, socio-cultural, and administrative-political), due to the realities of the post-Soviet stage of development of society and the state. The study of the concept of "public administration" is devoted to the works of well-known experts in the field of administrative law, in particular G.V. Atamanchuk defines it as practical, organizing and regulating the influence of the state on the public life of people in order to organize, preserve, or transform, based on its power [1, p. 50]. The theory of Yu.A. Tikhomirov relying on the methods of structural and systematic analysis of comparative law, according to which the scientist considers it unprofitable to identify the sphere of public administration with the sphere of functioning of the executive branch [2, p. 10]. B.N. Gabrychidze, believes that public administration is the implementation on behalf of and on behalf of the state administration, ie executive and administrative activities in the spheres and areas of economic and social development of civil society, protection of human and civil rights and freedoms, strengthening the rule of law and democracy [3, p. 25]. In modern conditions, the problem of legal personality is especially important. Researchers are asked to study the most important issues of administrative law related to the organization of public authorities, and especially the executive branch. The system of state bodies in the state means a set of its regional, regional and local authorities [4, p. 35]. The Constitution of Ukraine states that within the state, the executive authorities form a single system of executive power in Ukraine [5]. The object of the work are social legal relations that arise in the process of practical implementation of the administrative-legal mechanism of legal personality of executive bodies for the management of the main spheres of public life (economic, socio-cultural, and administrative-political). The subject of the work is the legal form and content of the administrative-legal category "legal personality" in relation to the executive authorities. The goal of the work in studying the state of legal regulation of the legal personality of executive bodies, and in identifying the main problems, shortcomings related to the legal status, organization, competence and functioning, as well as the responsibility of executive bodies. Without addressing these important issues, it is impossible to implement numerous programs for the development of the state, certain areas of public life and areas of government. It is no coincidence that one of the most urgent tasks of today is to create an effective system of public administration.
