System of recommendations analysis in case of emergencies

Abstract: High industrial development of the modern society besides the solving of economy tasks, creates a negative phenomenon related with the emergency productions and its environmental hazard. Amount of big industrial accidents with difficult consequences is highly increasing, ecological situation is deteriorating, a great damage to natural phenomena is continuing to be affecting. The situation arising under the influence of similar processes is often characterized as an emergency. Forecasting, prevention, and elimination of emergency consequences are problems the relevance of which is growing every year for the entire world society. Over the past 20 years, natural and man-made disasters have killed more than 3 million people, injured more than 800 million people, and left more than a billion homeless [1]. The growth of negative consequences of natural disasters, which is noted all over the world, is also taking place on the territory of our country. Moreover, a full-scale war has begun in Ukraine. That is why the question of readiness to help the victims is becoming more and more important and relevant. At the moment, there is a territorial automated system of notification in Ukraine. It is responsible for the notification of the central and local governments, duty services and population about emergencies using the local centralized notification systems [2]. Internet resources, channels of social networks and messengers are also massively involved. The main feature of the that system is just an alerting that includes short information about emergency and general instructions that are the same for everyone. In the specific cases of the emergency, it also can use the local sirens that are located throughout the city. This approach can be not effective enough and the information – not personalized enough. Recent events have shown that with the intensive development of events, information that is relevant in one part of the city may already be outdated for residents of another part. It is also important to consider a special limitation of each person. In order to skillfully and competently resist the consequences of the manifestation of any dangers in emergencies, it is necessary to constantly improve the level of work with the population and, if possible, take into account the personal characteristics of everyone, receive and process feedbacks. The problem of information quality during emergencies is an important state task, without solving which it is impossible to guarantee the policy of sustainable socio-economic development of the country, health protection and compensation for its damage due to accidents and disasters. Therefore, the system of recommendations analysis in case of emergencies developing is so important now. It is supposed that the new software program will extend the ability of the current system and will create a tool for the personal recommendations providing. The object of the investigation is the process of analyzing recommendations during emergencies. The subject of the study is the methods and ways of analyzing recommendations during emergencies. The purpose of the research is to provide the population with a sufficiently personalized, intelligent tool that will complement the basic functions of public services and get into account user’s personal restrictions. This approach is also expected to reduce the pressure on the rescue service by solving the simplest problems on its own. The main task is to create an intelligent application that will be both reliable and convenient to use, and very useful and functional. A simple, visual interface should guarantee accessibility to any user, regardless of their age and the intellectual part should ensure the accuracy of the classification and the quality of the recommendation. It also worth admitting that the system is going to work in the sleep mode most of the time, but it also should support a huge number of requests and work with high availability in case of emergency. In order to that specification, it was decided to implement the system in a cloud environment with a support of the client-server technology. Therefore, the system is scalable in order to the load. The implemented version of the system is available as an app and web-site. The main novelty of the application is that it takes into account special parameters, which will increase the probability that the advice will really be useful. This is expected to have a significant positive impact on the course of the emergency, helping to minimize the consequences and reduce casualties. Also, the application is suitable for almost anyone, since no one is safe from danger, especially in a state of war.
