Modern enterprises operate in the transition to the information economy and are forced to adapt to a dynamic changing environment, constantly looking for opportunities to gain competitive advantage without further increasing the main factors of production. Increasingly, scientists are talking about a new round in the development of human civilization - post-industrial society, where the main products of production are information and knowledge, and the distinguishing features are the increasing role of information and knowledge. At present, the economy is characterized by the dynamic development of information technology and their active use in the management of economic processes in enterprises, which, in turn, contributes to the improvement of management processes based on information resources of a qualitatively new level. One of the most promising areas of enterprise development is the use of modern technologies in all areas of its activities. Optimization of methods of receiving, storage and processing of information with use of means of computer equipment and telecommunications essentially increases efficiency of administrative activity at the enterprises of Ukraine. Significant changes in the functioning of socio-economic systems necessitate the study of the main factors of enterprise development in the new conditions, as well as the study of the main reserves for the formation of competitive advantages. Information and intellectual funds are increasingly displacing physical and financial funds as the main factors of production. Effective use of information resources is an indicator of adaptability and allows you to develop and implement a flexible strategy for enterprise development. Today, modern information systems are able not only to fully meet the requirements of production systems, but also act as an important prerequisite for their development. World experience in the development of computer technology and information resources in recent years shows a significant increase in the pace of their development compared to the pace of development of the manufacturing sector The work is performed within the complex theme "Development of mechanisms for resource provision of enterprises: international economic features." The object of our study is LLC "Western National Legal Service", the main profile of which is the activity in the field of law. The subject of the study is information resources in terms of foreign economic relations. The purpose of the work is to study and develop the management of information resources in foreign economic conditions with the use between Ukrainian and Belarusian enterprises, the task is to develop effective recommendations for the management of information resources in terms of foreign economic relations. The master’s qualification work consists of four sections. The first section considers the content of the concept of "information resources" and their classification, the specifics of information resources management of the enterprise in terms of international economic activity, as well as regulatory and legal support of information resources management in terms of foreign economic relations between enterprises. Rybachuk-Yarova (2017) notes that the management of information resources is a system of decisions and actions aimed at achieving the goal in terms of their limitation through the optimization of the information infrastructure of the enterprise. Kozyr (2016), in turn, argues that the management of information resources involves a system of indicators that allow not only to assess the costs and benefits of using information resources in the enterprise management system, but also to obtain information to quantify the dynamics of their development. The second section analyzes the state of foreign economic relations between Ukraine and Belarus, describes the state and dynamics of foreign economic relations between Ukraine and Belarus within the service sector, evaluates the dynamics and summarizes the results of the analysis of foreign economic relations between Ukraine and Belarus within service sector. The third section of the work reveals the characteristics of Western National Legal Service Ltd and its production and economic activities, trends in production and economic activities of the enterprise, as well as characteristics of trends and development of its international economic activity and management of information resources in foreign economic relations. The fourth section proposes alternatives for improving the management of information resources in the context of foreign economic relations of Western National Legal Service LLC, highlights the expediency of streamlining the structure of information flows and improving the document flow of Western National Legal Service LLC, and provides its economic justification. Western National Legal Service Ltd. uses information resources intensively to dynamically and flexibly manage internal processes and respond to changes in the environment. The exchange of information resources needs to be regulated through market mechanisms. Fulfillment of this role in enterprises should rely heavily on managers, who must take into account the specifics of information as a commodity. Western National Legal Service Ltd., which builds its business on the basis of the traditional hierarchical organizational vertical, often automates the system for senior and middle management of production and financial departments, marketing and human resources. For employees who communicate with customers, it is typical to use only the simplest transaction processing systems. In enterprises that are transformed on the principles of reengineering and put the customer in the center of their attention, "rear" systems play a supporting role: the largest amount of IT investment is made where there is direct contact with the customer. In this case, the information needed for direct observation and management is collected directly at the place of origin. Rationalization of the structure of information flows and improvement of document flow of Western National Legal Service Ltd will increase the net income of Western National Legal Service Ltd by 2.13% (up to 92,268.76 thousand UAH), the total profit of Western National Legal Service Ltd will increase by 0.37% (up to 25924.17 thousand UAH), its net profit will increase by 0.37% (up to 21257.82 thousand UAH), the total cost of services provided by the company will decrease by 0.139% (up to 68336, 83 thousand UAH), assets of Western National Legal Service Ltd will increase by 0.12% (to 83,185.72 thousand UAH), equity - by 0.163% (to 58,586.69 thousand UAH), accounts payable of Ltd will not change. The capital return on services provided by the enterprise and its profitability indicators will also increase by 2.29%: assets - by 0.06%, equity - by 0.07%; services provided - by 0.16%).
