Master’s qualification work. - Lviv Polytechnic National University, Lviv, 2020. Extended abstract The analysis of the cadastral works and peculiarities of the change of the designated purpose of the land plot for the development of the open-pit mine is presented in this study. A review of the legislation regulating the issue of mineral resource extraction was conducted. The comprehensive plan of the territory as the basis of mine allotment was studied. The study of the cadastral and geodesic works was conducted, the results of these works were presented. Calculation of the standard estimated monetary value of the study object was done with the purpose of determination of the value of the land tax. Study object - Land plot for allocation and exploitation of the main, service, and auxiliary buildings and constructions by the enterprise, related to the natural resources use. Study subject - Development of the project on land management and utilization of land plot designation (change of the designated purpose). Purpose of the study - The Master’s Thesis was performed with the purpose of the study of the peculiarities of the change of the designated purpose of the land plot for the development of the open-pit mine. Results of the study Conduction of the land reform is related to the change of the property form, lands allocation, increase of the number of land users and landowners, which requires the performance of the larger number of substantiations, technical calculations, production of cartographic documents, official documents certifying rights for land plots and state registration, and requires relevant legislative basis and financing (Sai, 2019). The main task is to ensure conduction of land management and utilization works, creation of the automatized state data bank of the land owners and land users, determine the directions and structure of the use of land resources, increase the responsibility of all the subjects of economic activity for irrational land use and qualitative soil content, attract them in conduction of the measures for protection and reproduction of the land productivity in material and moral ways through the use of legal regulations, financial and economic levers (Malashevskyi, 2017). Development of the projects on land management and utilization for land plots designations, described in this work, is an important component of land relations in Ukraine and is the compulsory stage of the transition of the land plot from one category into another category (Stupen, 2020). Nowadays, the scale of the development of the projects for designation has significantly increased due to the development of market relations, expansion of the production bases by the enterprises and private entrepreneurs, therefore, it is very important to improve, optimize and accelerate this process. This work studies the project of land management and utilization concerning the designation of the land plot (change of the designated purpose) of Trade-extracting company Lviv Mekhsklozavod, LLC, which is located in the village Velyki Glibovychi, Velyki Glibovychi Starosta District, Peremyshliany Rayon (district), Lviv Region, designated purpose of which changes from ‘for personal farming conduction’ into ‘for allocation and exploitation of the main, service and auxiliary buildings and constructions by the enterprise, related to the natural resources use’, according to the declaration on the change of the designated purpose and decision of Bibrka Municipal Council of the amalgamated territorial community. Peculiarities of the designation of the land plots for the needs of natural resources management were examined and revealed from the perspective of the norms of current regulation, and problems, arising during their designation were found. According to the norms of the current legislation, land plots designated for the needs of natural resources management belong to the category of lands of industry, transport, communication, energy, defence, and other designation, or should be transferred to the indicated category according to the procedure of change of the designated purpose of lands (law, 2003). Land relations, related to the activity of the natural resources companies, have certain specifics. Mineral resources are given to the citizens and organizations for use in the case when they have a special permit for use of the mineral resources land. Act on mining allotment certifies the right for natural resources use (law, 1999). Velyki Glibovychi deposit is a raw material resources base of Trade-extracting company Lviv Mekhsklozavod, LLC. Sands from the deposit are supplied to Lviv Insulator Company, CJSC, Iskra, JSC, Kostopil Glass Work Plant, PJSC, etc. The boundary of the mine allotments is located on the lands of Lanivka Village Council (land reserve), Velyki Glibovychi Village Council (land reserve), Bibrka forestry, lands of agricultural designation, and on the industry lands of Peremyshliany District State Administration. With the purpose of simplifying the introduction of the points of mine allotment in the deposing and their use in the process of deposit development in nature, the boundaries of the allotment were ranged in line in the project. The general area of mine working within the technical boundaries amounts to 74,84 hectares. Project boundaries are shown in the graphic drawings and marked with fixed angular points from 1 to 21. Calculation of the standard estimated monetary value of the land plot with cadastral number 4623381800:03:000:0023 was conducted, its value amounts to 14,086,800 UAH, which amounts to 55 UAH 90 kop. with the calculation for 1 square meter. The evaluation was conducted with the purpose of determination of the value of the land tax, which amounts to 129,129 UAH.
