Major design advantage of any company that seeks to strengthen its position in the market is its human resources. According to foreign scholars, in the XXI century, the position in the context of finding and activating the means of successful entrepreneurship has significantly strengthened, because in conditions of unpredictableand often chaotic changes inherent in the market environment, only highly mobile and organized staff focused on sustainable development will be able to work. The authors [3; 5; 11-12; 14] argue that human resources – is the labor opportunities of the enterprise, the ability of staff to generate ideas, create new products, its educational, qualification level, psychophysiological characteristics and motivational potential. Human resources can be considered in a narrower sense as temporary vacancies or reserve jobs that can potentially be filled by professionals as a result of their development and training. Human resource management should contribute to streamlining, preservation of qualitative specificity, improvement and development of staff. Goal of research is to analyze the use of human resources at “Concern Galnaftogas” JSC, the development of practical recommendations for its optimization and improvement of the processes of human resources. Study object of the study is the process of using the human resources at “Concern Galnaftogas” JSC. Scope of research is the patterns of functioning of human resources at the enterprise, theoretical, methodological and applied aspects of optimizing the efficiency of human resources at “Concern Galnaftogas” JSC. In accordance with the set goal, the master’s thesis is revealed the essence of the concept of "human resources", "labor potential", explores the components and methods of assessing human resources. A general assessment of the financial condition of “Concern Galnaftogas” JSC was made and it was found that the analyzed enterprise has a positive dynamics for development. Assessing the strengths and weaknesses, as well as threats and opportunities of human resources of “Concern Galnaftogas” JSC with the help of SWOT-analysis [1], the vector of the strategic direction of development was graphically displayed and it was found that to benefit from existing opportunities, “Concern Galnaftogas” JSC should actively use their strengths. To assess the level of human resources at “Concern Galnaftogas” JSC, the value of the integrated indicator was determined by the index method [2; 9] and it was determined that according to the Harrington scale, the integrated indicator of the level of human resources is high during all studied years. However, the company should work towards improving the psychophysical and technical qualities of human resources. Assessing the value of the staff turnover indicator of “Concern Galnaftogas” JSC, it was found that it is at a high level, but this is typical of the activities in which the researched enterprise operates. “Concern Galnaftogas” JSC should constantly review the level of wages to be competitive and working conditions to retain fastmoving personnel. To optimize the use of human resources at “Concern Galnaftogas” JSC, a competency model [6; 8; 10] was proposed to assess potential candidates. This technique will provide an opportunity to better evaluate candidates, to identify a more efficient and potentially more desirable employee at the selection stage. According to the calculations, by selecting a candidate with a higher overall assessment ofcompetencies, it is possible to double the profitability of the company by choosing twice as productive candidate. It was proposed to introduce at “Concern Galnaftogas” JSC a method of motivating staff on key performance indicators [4; 7; 13], aimed at finding the relationship between the company’s goals and personal goals of the employee. The effectiveness of this method of linking personal and corporate goals is needed by a powerful “Concern Galnaftogas” JSC, because employees will clearly understand the goals of the company and understand the possibility of influencing their income (rather than just receiving a standard salary that does not depend on productivity).
