Specific admission requirements: Training at the expense of the state budget are civil servants whose positions belong to category B and B and officials of local self-government. Requirements: – experience of civil service or service in local self-government bodies for at least a year; – higher education (specialist, master). Training at the expense of individuals and legal entities (commercial agreement). Requirements: higher education (specialist, master).
Specific arrangements for recognition of prior learning: Provided that the previous level is obtained in another country, nostrification is required, which is carried out by Lviv Polytechnic.
Qualification requirements and regulations, including graduation requirements: Completion of an educational program. Positive results of the Unified State Qualification Exam
Characteristics of the educational program: Educational and professional program. The purpose of the program is to carry out training of public servants based on modern scientific achievements and technologies, able to perform practical tasks and functions of the state, territorial community, civil institutions, implement reforms and be responsible before society.
Програмні результати навчання: 1. Know theoretical and applied bases for development and analysis of public policy, basics and technologies of managerial decision-making. 2. Solve complex tasks of public management and administration, taking into account legislative requirements, identify legal collisions. and problems, develop draft normative legal acts to eliminate them. 3. Know fundamentals of national security and be able to prevent and neutralize challenges and threats to the national interests of Ukraine within own professional competence. 4. Use modern statistical methods, models, digital technologies, specialized software for solving complex tasks of public management and administration. 5. Identify priority directions for the implementation of e-governance and development of e-democracy. 6. Carry out effective management of innovations, resources, risks, projects, changes, quality, apply modern models, approaches, and technologies, international experience in designing and reorganizing managerial and general - organizational structures. 7. Be able to develop national/regional program documents for the development of public administration through the use of systems analysis and integrated approach, as well as methods of teamwork. 8. Be able to communicate effectively, argue own position, use modern information and communication technologies in the field of public management and administration based on social responsibility, legal and ethical norms. 9. Communicate in a foreign language on professional topics, discuss problems of public administration and research results. 10. Represent public authorities and other public organizations and present the results of their activities to specialists and the general public. 11. Develop sound managerial decisions taking into account issues of European and Euro-Atlantic integration, consider objectives, existing legislative, time, and resource constraints, assess political, social, economic, and environmental consequences of solutions. 12. Plan and conduct scientific and applied research in the field of public management and administration, including problem analysis, goals and objectives setting, selection and use of theoretical and empirical research methods, analysis of research results, formulation of sound conclusions.
Academic mobility: Available transfer of credits obtained in other higher education institutions in Ukraine
Work placement(s): Compulsory internship of full-time students in public authorities, local government bodies, other bodies, institutions coming within the purview of the laws of Ukraine ''On Civil Service'' and ''On Service in Local Government Bodies''
