Мета вивчення дисципліни: The goal is to provide PhD candidates with modern theoretical and practical knowledge, abilities and skills about the key aspects of the formation of the system, mechanisms and tools of public administration and public service in the context of the formation of public administration in Ukraine, taking into account the subject of scientific research work of a graduate student.
Завдання: The study of the academic discipline forms in the students the ability to: - the ability to systematically perceive and use knowledge about public administration and public service in the countries of the world to carry out research work; - to analyze the modern nature of public administration and public service, to evaluate essential features, to summarize the experience of its organization, functioning and development in the context of adaptation to the conditions of Ukraine; apply elements of technical, administrative and financial assistance provided to other countries by the EU in scientific activities; - to use in the context of practical recommendations the provisions of the "acquis communautaire" ratified by Ukraine when analyzing and developing recommendations for the improvement of domestic legal acts; - to understand political dialogue and cooperation as tools for scientific understanding of the nature of internal management reforms; - apply the provisions of the Civil Society Platform as a tool for management interaction and cooperation between management bodies and public organizations;
Learning outcomes: According to the results of the study of the academic discipline, graduate students must: - to have knowledge of the research methodology of the world experience of organizing public administration and public service. - to have an idea of ??the genesis of public administration and public service in the context of the search for more perfect management models. - possess a set of knowledge about the principles of public administration and public service. - to be able to use the general principles of external and internal procedures of public administration. - to analyze the objectives of the Ukraine-EU association agreement. - to have knowledge about political dialogue and cooperation as tools for ensuring internal reforms. - to understand the peculiarities of the process of convergence of foreign policy and security policy. - to use democracy, the rule of law, respect for human rights and fundamental freedoms as tools for the formation of public administration in Ukraine.

Summary of the subject: The educational discipline provides for the study of principles, approaches, forms, methods, models of formation, organization, functioning and development of public administration systems of other countries
Опис: Content of the discipline: Subject, method and system of the educational discipline. Public administration and public service in the USA, Canada, Germany, France, Scandinavian and Baltic countries, countries of Central and Eastern Europe. Entry criteria and requirements for public administration upon joining the EU. Public administration and public service in terms of political association and security policy, in the sphere of justice, freedom and security of the person, in trade, economic and financial spheres. Organizational and institutional provision of public administration and public service based on the Ukraine-EU Association Agreement.
Assessment methods and criteria: The main organizational forms of education are lectures, seminar classes, independent work, performance of individual educational and practical tasks and control measures. Postgraduate students are encouraged to independently work on literature and complete individual tasks. The final assessment for all components is 100 points (of which 20 are the current control, 20 are the INPZ, 60 are the exam. Educational activities of graduate students are evaluated taking into account: - current control: presentation at seminar classes using multimedia means of presentation of the material - evaluation criteria are: degree of processing of the problem (up to 5 points); correspondence of the content to the topic of the task (up to 5 points); submission of material (up to 5 points); ability to argue (up to 5 points); - implementation of the INPZ - the evaluation criteria are: compliance of the content of the covered material with the INPZ topic - up to 10 points; the ability to analyze and summarize the studied material - up to 5 points; illustrating an example in the application of theoretical material - up to 5 points. - final testing – the correctness of the answers is the assessment criteria.
Критерії оцінювання результатів навчання: Assessment of knowledge during the current and semester control of the academic discipline is carried out in accordance with the Regulation "On the organization and conduct of current and semester control of students' learning results", approved by the rector of the National University "Lviv Polytechnic" on August 30, 2018. Evaluation of the results of studies and achievements of a student (postgraduate student) is carried out in accordance with the institutional 100-point scale: - 88-100 points - certified with the grade "excellent"; - 71-87 points – certified with a grade of "good"; - 50-70 points – certified with a "satisfactory" grade; - 26-49 – "not certified"; - 00-25 points - "not certified" - rating "unsatisfactory".
Порядок та критерії виставляння балів та оцінок: 100–88 points – (“excellent”) is awarded for a high level of knowledge (some inaccuracies are allowed) of the educational material of the component contained in the main and additional recommended literary sources, the ability to analyze the phenomena being studied in their interrelationship and development, clearly, succinctly, logically, consistently answer the questions, the ability to apply theoretical provisions when solving practical problems;87–71 points – (“good”) is awarded for a generally correct understanding of the educational material of the component, including calculations, reasoned answers to the questions posed, which, however, contain certain (insignificant) shortcomings, for the ability to apply theoretical provisions when solving practical tasks;70 – 50 points – (“satisfactory”) awarded for weak knowledge of the component’s educational material, inaccurate or poorly reasoned answers, with a violation of the sequence of presentation, for weak application of theoretical provisions when solving practical problems; 49-26 points - ("not certified" with the possibility of retaking the semester control) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to apply theoretical provisions when solving practical problems;25-00 points - ("unsatisfactory" with mandatory re-study) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to navigate when solving practical problems, ignorance of the main fundamental provisions.
