Learning outcomes: As a result of studying the discipline, the student must be able to demonstrate the following learning outcomes: 1) basic principles of public decision-making based on systems analysis and decision-making theory; 2) synthesis of elements (subsystems) of the public sphere as a reverse process of systematic analysis of economic decisions; 3) logical and quantitative approaches to the study of problems of public decisions; 4) economic justification and methods of public decision making. The study of the discipline involves the formation and development of students' competencies: general: 1. The ability to effectively use in practice various theories in the field of education and administration; 2. Ability to solve problems and make appropriate informed decisions. professional: 1. Ability to implement, monitor, evaluate the expected results and consequences of the implementation of the policy of state, regional and local authorities. 2. Possession of modern technologies of public relations for the operative and optimum decision of problems of public administration. 3. Ability to organize the activities of the public administration body using approaches and principles of strategic planning, criteria for evaluating effectiveness and efficiency, taking into account environmental conditions and internal factors. The learning outcomes of this discipline detail the following program learning outcomes: 1. Possession of sufficient knowledge in areas related to public administration and administration, which will allow to critically analyze the situation in the economic and political sphere and identify key trends in its development; 2. Obtaining knowledge for the organization of communication and conflict resolution in the formation and implementation of administrative services, using modern information, communication and innovation technologies.

Summary of the subject: The study of the discipline involves consideration of the following range of issues: 1. Decision making in the management of public organizations. 2. The place and importance of public decision-making in the management of economic processes. 8. Stages of making public management decisions. 9. Stage of preparation of public management decision. 10. Logical and quantitative approaches to the study of public problems (Functional-cost analysis. Decision tree. Pareto diagrams. Method of analysis of hierarchies. Critical path method. Basic concepts and definitions. Basic parameters of the network type CPM and their definition. Delphi method. Application in the analysis of operations theory, queuing theory, game theory and methods of expert evaluation). 13. General information about the study of operations (Queue Theory. Dissection of the object of analysis and research of separate parts of public problems. 15. The concept of element, function, structure, state and process. 16. Application of decomposition and aggregation for the development of a public product. 20. Control and monitoring of execution of public decisions (Execution of public decisions. Monitoring of execution of public decisions).Making a public management decision - a creative, strong-willed action of the subject of management based on knowledge of the objective laws of the managed system and analysis of information about it, which consists in choosing a goal, program and ways to achieve it or change the goal. In a broad sense, the management decision is seen as an act of exercising power with the choice of course of action in a particular situation, which is the basis of the management process. The need for decision-making arises due to external circumstances (prescription of a higher governing body, coordination and regulation of relations with other governing bodies) and internal (deviations from the set parameters of activity, the emergence of reserves, discipline, incentives, etc.). The decision is an appropriate response to internal and external influences. They are aimed at solving problems and getting as close as possible to the goal set for the organization.

Summary of the subject: To complete the project, the student must choose the desired field of business (medical field, production, construction, retail and wholesale trade, provision of services, brokerage, etc., in accordance with the NACE of Ukraine 2018), as well as the necessary information for its evaluation, product characteristics or services (traditional, fundamentally new, industrial - technical or consumer purposes) and be sure to agree them with the head of the course project. After coordination, the student consistently performs all tasks in accordance with the requirements of these guidelines. The course project is performed on an individual task, in which the topic is formulated, the initial data are given, the issues to be developed are named. The choice of topic by type of activity usually depends on the specialization, personal interests and competencies of students, availability of information, character traits, professional connections, life experience and thinking, etc. The student selects educational and special literature independently, using the library catalog. It is advisable to pay special attention to primary sources, periodicals, scientific articles, regulations (laws of Ukraine, regulations, etc.). It is necessary to use only new current editions and the latest editions of regulations. Quotations, tables, digital data given in the work, if they are taken from primary sources, should be accompanied by references to these sources. The course project is submitted for verification in the term established by educational process. 2. CONDITIONS OF DEVELOPMENT AND MAKING OF PUBLIC DECISIONS 2.1. Development of public decision-making mechanisms in the organization In this section, the designer must: 1) describe the whole set of decisions that will be made in the organization; 2) formulate the conditions for decision-making in this organization; 3) assess the factors influencing the decision-making process in the organization; 4) on specific examples to describe the process of making rational decisions (give schematic models); 5) develop approaches to the application in their organization of methods for optimizing solutions using the "science of management", modeling, forecasting, etc.
