Learning outcomes: As a result of studying the discipline, the student must be able to demonstrate the following learning outcomes: 1. To form and update the knowledge base for understanding the educational policy to ensure the quality of higher education at the national and free economic level. 2. To form on the basis of knowledge and skills own comparisons and offers for introduction of the best practices of maintenance of quality of higher education at national and level of ZVO. Tasks of the discipline: 1. To form basic principles of educational policy in the field of quality of higher education. 2. Compare the strengths of different approaches to quality assurance. 3. To relay the theory of quality management to the practice of management in higher education 4. To build a priority plan of practical measures for free economic quality assurance. 5. To project international experience on the problems of quality of higher education in Ukraine.
Required prior and related subjects: Prerequisites: 1. Philosophy and methodology of science. 2. Professional pedagogy.
Summary of the subject: The purpose of this discipline is to master the current knowledge base for students to understand the educational policy to ensure the quality of higher education. Develop on the basis of this knowledge and skills their ability to develop their own comparisons and proposals for the implementation of best practices at the national and freelance level. The discipline allows students to master the necessary material for practical and research work in the field of internal and external quality assurance of higher education. Applicants will receive theoretical and practical materials on the formation and development of international experience in the context of integration of Ukrainian higher education in terms of ensuring its quality in the European educational space. Lecture and practical (seminar) classes will reveal to students the main important trends and practices in leading European countries. The skills of students to project this experience on the Ukrainian practice of quality assurance in higher education will be developed. In addition to the national context and state policy in the field of quality, regulatory support of these processes, students will gain key skills regarding the internal quality assurance of higher education in the HEI. A distinctive feature of the course materials is the experience used in the preparation and participation of Ukrainian free economic zones in international projects and the formation on the basis of this experience of internal systems for ensuring the quality of educational activities in free economic zones. Historical stages of formation of the science of quality, the development of the direction of the quality of higher education. 2. Quality assurance in higher education: terms, concepts, principles, models, tools. The place of quality assurance in higher education in state educational policy. Objects and subjects of the state policy of quality of higher education. 3. Importance for quality assurance of the latest reforms in higher education. Governing bodies, legal framework for quality management of higher education. Activities of universities in the field of quality of higher education: objects and subjects of quality management in higher education, governing bodies, organizational structure of management, policy of higher education in the field of quality of education. 4. National and international systems, policies and governance models in higher education: a comparative analysis. The experience of Poland, Germany and Finland in quality assurance policy in higher education. Education quality policy in the European Union: governing bodies, regulations. 5. Experience of quality assessment in different countries. Assessing the quality of higher education as elements of the control function of higher education: national and university approaches. Competitions, awards and rankings of universities as elements of evaluation and quality control of higher education. Quality standards as tools for evaluating and comparing higher education.
Assessment methods and criteria: Practical discussion classes, individual work, written final work.
