Learning outcomes: Acquisition of knowledge and understanding of the advanced level in the field public administration and related fields, including research methodology. The level of this knowledge should be sufficient for conducting research at the level of the latest world achievements and aimed at their expansion and deepening. Ability to conduct specialized scientific seminars and publish scientific articles in major scientific journals in this field. Knowledge of the peculiarities of institutional management influence, the specifics of assessing the activities of civil servants in public space. Ability to conduct functional analysis of the authority. Ability to develop in detail and present convincingly a group of qualified researchers has a well-founded research plan to solve an important task. Ability to complete advanced original research that based on a critical examination of sources and provided with the necessary scientific apparatus such as notes, bibliography and publication of relevant documents. Ability to analyze and synthesize information about development and implementation of state development strategy. Ability to apply modern information and communication tools and technologies to ensure effective scientific and professional communication.

Basic principles of research and innovation strategies for smart specializations. Correlation of RIS3 with EU cluster policy. EU Cohesion Policy. Rationale and stages of developing a strategy for smart specialization of regions as part of the innovation ecosystem. European and global value chains in context of smart specialization. A platform for smart specialization. Features of creating a "blue" economy of the EU on the basis of RIS3.
