Мета вивчення дисципліни: The purpose of studying the discipline is to provide students with theoretical and practical knowledge on managing the financial resources of united territorial communities in the conditions of local self-government reform.
Завдання: SK4 The ability to evaluate the effectiveness of scientific, analytical and methodical tools for justifying management decisions in the field of finance, banking and insurance. SK6 Ability to apply interdisciplinary approaches to solving complex problems and problems in the field of finance, banking and insurance. SK12 The ability to adapt and implement international standards and regulations in the practical activities of corporations in terms of managing assets, capital, investments, financial results, financial risks. SKS-2 The ability to establish promising scientific directions of public finance management, to form a strategy of socio-economic development and budgets of territorial communities, to analyze their implementation, to provide a control system, opportunities for attracting investment resources, in particular municipal borrowing.
Learning outcomes: think, analyze and synthesize; apply promising scientific areas of public finance management, form strategies for socio-economic development and budgets of local communities, analyze their implementation, provide a control system, opportunities to attract investment resources, in particular through municipal borrowing PRO4 Search, process, systematize and analyze the information necessary for solving professional and scientific tasks in the field of finance, banking and insurance. PRO5 Communicate freely in a foreign language orally and in writing on professional and scientific issues, present and discuss research results. PR10 Carry out diagnostics and modeling of financial activities of economic entities. PR14 To substantiate the relevance of research, the possibility of achieving the set goals taking into account the available resources, to put forward hypotheses, to argue conclusions based on the results of research. PR17 To justify directions for improving the financial and tax policy of the state, financial and non-financial corporations. PR18 Choose methods of adaptation and directions for using international standards and norms in the practical activities of a professional in the field of finance. PR23 Develop strategies for banks and financial markets, design banking products and services, manage banking risks taking into account the requirements of the European banker's certificate. PR24 Apply promising scientific directions to financial operations in the international movement of capital and make strategic decisions of financial market participants in complex, unpredictable conditions.

Summary of the subject: Prerequisites for the unification of territorial communities in the context of decentralization. Powers of the territorial community and the bodies formed by it. The main legal acts governing the financial management of local communities. Specifics of financial management of united territorial communities. Revenues of the united territorial communities. Sources of formation of financial resources of OTG. Classification of OTG funding sources. The main financial resources of the united territorial community. Mechanism for decision-making by united territorial communities on the introduction of local taxes and fees. The practice of receiving local taxes and fees in the united territorial communities. Intergovernmental transfers of united territorial communities. The essence of OTG's financial capacity. The main stages of creating a viable territorial community. Indicators of financial capacity of territorial communities.

Assessment methods and criteria: Methods of controlling the knowledge and skills of the student in studying the discipline include: 1. Current control of the acquirer's work: - Testing; - Performance and defense (oral examination) of laboratory works; - Performance of an individual task (optional); - Defense of an individual task (oral survey); 2. Final control: Examination (written and oral component) Written component: - Tasks of the 1st level - tests; - Tasks of the 2nd level - tests; - The task of the 3rd level is to solve the problem; Oral component: - Discussion on a problematic issue.
Критерії оцінювання результатів навчання: Criteria for evaluating the results of education of students of the DFN Forms of current control: Testing by topics 10*0.5 points = 5 points Performance of an individual task 5 points Defense of an individual task (oral survey) 30 points Total PC 40 points Exam At the exam, the applicant can get a maximum of 60 points. The exam consists of a written and an oral component. Written component - an examination ticket, which consists of tasks of three levels, assessed on a separate scale: Level 1 - tests 2 tests * 3 points = 6 points; Level 2 - tests 7 tests * 4 points = 28 points; Level 3 - Solve the problem - 11 points During the oral communication with the teacher, the applicant can receive from 0 to 15 points for answering the examiner's question.
Порядок та критерії виставляння балів та оцінок: Іt is regulated by the Regulations of the Lviv Polytechnic National University: Regulations on the Organization and Conduct of Current and Semester Monitoring of Students' Study Results (SVO LP 03.09) and Regulations on Rating Assessment of Students' Achievements (SVO LP 03.10). In the process of training, the applicant must score more than 26 points based on the results of the current control. Mandatory types of control include: 1. Control of the completeness of the disclosure of the theoretical part (20 points); 2. Control of the correctness of the methodology and accuracy of calculations in the calculation part (20 points); 3. Control of the correctness of the assessment of the obtained results in the course project implementation process (20 points); 4. Monitoring the effectiveness of the measures proposed in the project to improve indicators (10 points); 5. Completeness and substantiation of answers when defending work (20%); Separately, with additional points (from 5 to 10 points), the recipient is encouraged to research work - participation in competitions for research works, publication of scientific theses and articles.
