Мета вивчення дисципліни: consists in providing students with a complex of modern skills, knowledge and skills in the subject of the discipline or its components, in particular those that are necessary for them to pass the civil service and service in local self-government bodies.
Завдання: The study of the academic discipline "Public service and anti-corruption policy" involves the formation (deepening) of students' competencies (or their components) defined by the Standard of Higher Education in the specialty 281 "Public management and administration" of the field of knowledge 28 "Public management and administration" for the second (master's ) of the level of higher education, approved by the order of the Ministry of Education and Science of Ukraine dated August 4, 2020 No. 1001: general competences: GK01. Ability to abstract thinking, analysis and synthesis. GK02. The ability to work in a team, motivate people and move towards a common goal, be a leader, act socially responsibly and consciously. GK05. Ability to make informed decisions and use modern communication technologies. professional competences: SK01. Ability to establish social interaction, cooperation, prevent and resolve conflicts. SK02. The ability to organize the activities of public administration bodies and other organizations of the public sphere. SK07. The ability to independently prepare draft legal acts, analytical reports, proposals, reports, provide expert evaluation of legal acts at various levels of public management and administration. SK10. Ability to make informed management decisions. SK12. Ability to develop and implement innovative projects at various levels of public management and administration.
Learning outcomes: As a result of the study of the academic discipline, the student must be able to demonstrate the following learning results that meet the Higher Education Standard in the specialty 281 "Public Management and Administration" of the field of knowledge 28 "Public Management and Administration" for the second (master's) level of higher education, approved by the order of the Ministry of Education and Science of Ukraine dated August 4, 2020 No. 1001: РН02 - the ability to solve complex tasks of public management and administration, taking into account the requirements of legislation, to identify legal conflicts and problems РН06 - the ability to carry out effective project management, apply modern models, approaches and technologies, international experience in designing and reorganizing management and general organizational structures PH08 - the ability to use modern information and communication technologies in the field of public management and administration on the basis of social responsibility, legal and ethical norms РН11 - the ability to develop sound management decisions taking into account the issues of European and Euro-Atlantic integration, taking into account the goals, existing legislative, time and resource limitations, to assess the political, social, economic and environmental consequences of decision options

Summary of the subject: The course "Public service and anti-corruption policy" is a discipline that will enable students to develop a complex of modern abilities, knowledge, skills and competencies in the professional activity of a public servant in terms of functional, legal, organizational support for the implementation of goals, tasks, functions, rights, duties and powers assigned to the positions of public servants, awareness of the peculiarities of the previously listed activities through the prism of anti-corruption measures. The main content of the specified academic discipline is outlined. The theoretical foundations of public administration in Ukraine in the conditions of modern social transformations, legislative regulation and prospects for the development of public service, approaches to minimizing corruption risks in the provision of public services are highlighted. For the systematization of knowledge, evaluation of theoretical provisions, implementation of control, in accordance with the proposed topics, a list of the most important concepts and terms was formed, questions for discussion were proposed. A glossary, a list of used and recommended sources and literature is provided.

Assessment methods and criteria: Current control at practical, seminar classes is carried out in order to identify readiness for classes in the following forms: ? a selective oral survey before the start of classes; ? frontal standardized survey by cards, tests within 5-10 minutes; ? frontal verification of homework; ? assessment of the student's activity in the course of classes, submitted proposals, original solutions, clarifications and definitions, additions to previous answers, etc. Control questions are divided into: ? test tasks - choose the correct answers; ? problematic – solving problematic situations; ? questions-replies - to identify cause-and-effect relationships; ? situational tasks - to determine the answer according to a certain situation;
Критерії оцінювання результатів навчання: 100–88 points – (“excellent”) is awarded for a high level of knowledge (some inaccuracies are allowed) of the educational material of the component contained in the main and additional recommended literary sources, the ability to analyze the phenomena being studied in their interrelationship and development, clearly, succinctly, logically, consistently answer the questions, the ability to apply theoretical provisions when solving practical problems; 87–71 points – (“good”) is awarded for a generally correct understanding of the educational material of the component, including calculations, reasoned answers to the questions posed, which, however, contain certain (insignificant) shortcomings, for the ability to apply theoretical provisions when solving practical tasks; 70 – 50 points – (“satisfactory”) awarded for weak knowledge of the component’s educational material, inaccurate or poorly reasoned answers, with a violation of the sequence of presentation, for weak application of theoretical provisions when solving practical problems; 49-26 points - ("not certified" with the possibility of retaking the semester control) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to apply theoretical provisions when solving practical problems; 25-00 points - ("unsatisfactory" with mandatory re-study) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to navigate when solving practical problems, ignorance of the main fundamental provisions.

Мета вивчення дисципліни: The completion of the course project is the final stage of student education within the academic discipline "Public service and anti-corruption policy" and aims to: - generalization, systematization, consolidation and expansion of theoretical and practical knowledge from the discipline "Public service and anti-corruption policy" and their use for solving specific management tasks; - research of modern problems of public administration and local self-government; - determination of the level of analytical skills and preparedness of students for work in state bodies and local self-government bodies.
Завдання: The completion of the course project involves the formation of competencies in students of education: general competences: ZK 8. The ability to identify, pose and solve problems. ZK 9. Ability to search, process and analyze information from various sources. professional competences: FC 2. The ability to ensure the appropriate level of production and use of management products, services or processes. FC 7. Ability to develop tactical and operational plans of management activities.

Summary of the subject: A course project is an individual educational and practical research work of a student within the curriculum of the discipline "Public service and anti-corruption policy", which is carried out on the basis of knowledge, skills and abilities acquired in the course of lectures, seminars or practical classes. Completion of the course project is the final stage of student education within the academic discipline "Public service and anti-corruption policy". In addition to the theoretical task (revealing the question according to the option), the student performs a practical task (solving situational tasks used in competitions for civil service positions) and an analytical task (detailed study of test tasks used in competitions for civil service positions and normative documents, on on the basis of which they are composed, in particular the Law of Ukraine "On Civil Service" and the Law of Ukraine "On Prevention of Corruption"). As a result of completing the course project, the student will acquire additional competencies that are necessary for successful completion of competitions for civil service positions or service in local self-government bodies.

Assessment methods and criteria: The course project is checked by a scientific and pedagogical employee of the department and determines the positive aspects and shortcomings of the work. A course project that has a positive assessment is allowed to be defended. At the defense, the student must reveal the main content of the theoretical part of the course project, justify his point of view, answer the teacher's questions. The results of the practical and analytical part of the course project are also presented. After the defense of the course work, the student receives a grade ("excellent", "good", "satisfactory"), which the scientific and pedagogical worker puts in the student's examination list and record book. A course project assessed as unsatisfactory must be reworked within the term set by the department. A student who received an unsatisfactory grade is not admitted to the discipline exam. Course projects that do not meet the established requirements and cannot be evaluated for a positive evaluation are returned to the student for revision.
Критерії оцінювання результатів навчання: An "excellent" grade is awarded to a student who completed the course project in accordance with the established requirements, fully disclosed the questions of the theoretical part in accordance with the option, clearly formulated and argued the conclusions. The tasks of the practical and analytical parts of the course project were completed in full. A student receives a grade of "good" for a work in which all the above-mentioned requirements are met, but there are some stylistic or methodical flaws, insufficiently reasoned conclusions. The tasks of the practical and analytical parts of the course project were partially completed. A grade of "satisfactory" is given to a student whose work contains separate parts of the text without references to sources, the theoretical question is incompletely disclosed, the conclusions are insufficiently reasoned, the design does not fully meet the requirements.
