Мета вивчення дисципліни: The purpose of teaching the academic discipline is to provide students with knowledge, skills, and abilities to carry out the professional activities of a modern public servant in relation to the realization of the goals, functions and interests of the state, territorial community, and civil society in matters of organizing the life of the country using modern management technologies and tools.
Завдання: The study of an educational discipline involves the formation of competences in students: general: - work in a team, motivate people and move towards a common goal, be a leader, act socially responsibly and consciously; - develop and manage projects. - make informed decisions and use modern communication technologies. professional: - to organize the activities of public administration bodies and other organizations of the public sphere. - implement information and analytical support of management processes using modern information resources and technologies; - to develop measures for the implementation of electronic governance in various spheres of public management and administration. - to develop strategic documents for the development of socio-economic systems at all levels of public administration. - to make informed management decisions taking into account issues of European and Euro-Atlantic integration
Learning outcomes: -To know the theoretical and applied principles of development and analysis of public policy, the foundations and technologies of management decision-making. - To solve complex tasks of public management and administration, taking into account the requirements of legislation, to identify legal conflicts and problems, to develop projects of regulatory and legal acts to eliminate them. - Determine the priority directions for the introduction of e-governance and the development of e-democracy. - Carry out effective management of innovations, resources, risks, projects, changes, quality, apply modern models, approaches and technologies, international experience in the design and reorganization of management and general organizational structures. - Develop well-founded management decisions taking into account the issues of European and Euro-Atlantic integration, take into account goals, existing legislative, time and resource limitations, evaluate the political, social, economic and environmental consequences of decision options.

Опис: Content of the discipline: Theoretical foundations of strategic management and change management. Strategic management and planning System analysis in strategic management. Development, implementation, monitoring and evaluation in strategic management. Methodological principles of applying the project approach in public administration. Technology of project development in the field of public administration. Organization of implementation of state projects and programs. Project approach in managing the development of territories, regions, and cities. The essence and tools of electronic democracy. State policy on digital development. Innovative technologies of public management. Innovative tools for stimulating the development of territories.
Assessment methods and criteria: The main organizational forms of education are lectures, seminar classes, independent work, performance of individual educational and practical tasks (INPZ) and control measures. Students are encouraged to independently work on literature and complete individual tasks. The final assessment for all components is 100 points (of which 20 are the current control, 20 are the INPZ, 60 are the exam. Students' educational activities are evaluated taking into account: - current control: presentation at seminar classes using multimedia means of presentation of the material - evaluation criteria are: degree of processing of the problem (up to 5 points); correspondence of the content to the topic of the task (up to 5 points); submission of material (up to 5 points); ability to argue (up to 5 points); - implementation of the INPZ - the evaluation criteria are: compliance of the content of the covered material with the INPZ topic - up to 10 points; the ability to analyze and summarize the studied material - up to 5 points; illustrating an example in the application of theoretical material - up to 5 points. - final testing – the correctness of the answers is the assessment criteria.

Мета вивчення дисципліни: Implementation of the course project is the final stage of students' education within the educational discipline "Technologies and tools of public administration" and aims to: - generalization, systematization, consolidation and expansion of theoretical and practical knowledge from the discipline "Technologies and tools of public management" and their use for solving specific management tasks; - research of modern problems of public administration; - determination of the level of analytical skills and preparedness of students for work in public administration bodies. In addition to the theoretical task (revealing the question according to the option), the student performs a practical task that includes issues of the technology of formation and management decision-making. As a result of completing the course project, the student will acquire additional competencies necessary for the formation and adoption of management decisions, successful completion of competitions for civil service positions, service in local self-government bodies, and activities in non-governmental organizations.

Summary of the subject: The teaching of the academic discipline "Technologies and tools of public management" is aimed at training specialists in the field of public management and administration, who are able to solve tasks related to the organization of life activities at the local and national level.In the process of studying the academic discipline, students are expected to acquire theoretical knowledge and practical skills in the field of strategic management and planning, system analysis in management, evaluation of management results, project approach in managing the development of territories, regions, cities, organization of implementation of state projects and programs, electronic governance and electronic democracy, innovative management technologies and the ability to apply them in practical activities.
Опис: Content of the discipline: Theoretical foundations of strategic management and change management. Strategic management and planning System analysis in strategic management. Development, implementation, monitoring and evaluation in strategic management. Methodological principles of applying the project approach in public administration. Technology of project development in the field of public administration. Organization of implementation of state projects and programs. Project approach in managing the development of territories, regions, and cities. The essence and tools of electronic democracy. State policy on digital development. Innovative technologies of public management. Innovative tools for stimulating the development of territories.
Assessment methods and criteria: The course project is checked by a scientific and pedagogical employee of the department and determines the positive aspects and shortcomings of the work. A course project with a positive assessment is allowed to be defended. At the defense, the student must reveal the main content of the theoretical part of the course project, justify his point of view, answer the teacher's questions. The results of the practical and analytical part of the course project are also presented. After the defense of the course work, the student receives a grade ("excellent", "good", "satisfactory"), which the scientific and pedagogical worker puts in the student's examination list and record book
Критерії оцінювання результатів навчання: An "excellent" grade is awarded to a student who completed the course project in accordance with the established requirements, fully disclosed the questions of the theoretical part in accordance with the option, clearly formulated and argued the conclusions. The tasks of the practical and analytical parts of the course project were completed in full. A student receives a grade of "good" for a work in which all the above-mentioned requirements are met, but there are some stylistic or methodical flaws, insufficiently reasoned conclusions. The tasks of the practical and analytical parts of the course project were partially completed. A grade of "satisfactory" is given to a student whose work contains separate parts of the text without references to sources, the theoretical question is incompletely disclosed, the conclusions are insufficiently reasoned, the design does not fully meet the requirements. The tasks of the practical and analytical part of the course project were partially completed, or without proper references to regulatory and legal documents. A course project assessed as unsatisfactory must be reworked within the term set by the department. A student who received an unsatisfactory grade is not admitted to the discipline exam. Course projects that do not meet the established requirements and cannot be evaluated for a positive evaluation are returned to the student for revision.
Порядок та критерії виставляння балів та оцінок: 100–88 points – (“excellent”) is awarded for a high level of knowledge (some inaccuracies are allowed) of the educational material of the component contained in the main and additional recommended literary sources, the ability to analyze the phenomena being studied in their interrelationship and development, clearly, succinctly, logically, consistently answer the questions, the ability to apply theoretical provisions when solving practical problems;87–71 points – (“good”) is awarded for a generally correct understanding of the educational material of the component, including calculations, reasoned answers to the questions posed, which, however, contain certain (insignificant) shortcomings, for the ability to apply theoretical provisions when solving practical tasks;70 – 50 points – (“satisfactory”) awarded for weak knowledge of the component’s educational material, inaccurate or poorly reasoned answers, with a violation of the sequence of presentation, for weak application of theoretical provisions when solving practical problems; 49-26 points - ("not certified" with the possibility of retaking the semester control) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to apply theoretical provisions when solving practical problems;25-00 points - ("unsatisfactory" with mandatory re-study) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to navigate when solving practical problems, ignorance of the main fundamental provisions.
