Summary of the subject: In the course of studying the discipline "Risk Management in Social Sphere Institutions", students must acquire theoretical knowledge and develop the basics of practical risk management skills in social sphere institutions.
The study of the discipline involves the work of students in lectures and practical classes and the performance of practical tasks on each topic, as well as the writing and defense of an individual research project on a self-selected topic that relates to the issues of the course (for full-time study).
The performance of theoretical and practical tasks should be accompanied by close cooperation between the teacher and students, which significantly increases the level of efficiency of knowledge acquisition.
Опис: Topic 1. Introduction. Concepts, signs and types of social risks.
The purpose and objectives of the course "Risk Management in Social Sector Institutions". Applied aspects of using the knowledge and skills formed as a result of studying the course in the practical activities of a manager in the social services system.
Theoretical and methodological approaches to risk determination, their heuristic possibilities and limitations. The essence and typologies of risks. Risks vs stability: destructive and constructive functions.
Topic 2. Risks external to the organization.
The environment in which the organization functions, the scope and specificity of the tasks and powers it performs, the defined goals of its work as sources of risks.
The system of social services in modern Ukraine. System of domestic social security services. Organizational risks in the system of social services. Centralization and decentralization of the social security system and the risks caused by them. Problems of balancing the work of social welfare organizations and establishing effective cooperation of the system of social services in modern Ukraine.
Topic 3. Risks in the "client - social service" system.
Risks of insufficient understanding by the client of the purpose and capabilities of social security services. Risks of ineffective communication between the social service and the client. Computerization and digitalization in social services and its risks. Risks of violation of targeting, targeting, insufficient assistance and others. Risks of client abuse of the assistance provided and prevention of social dependency.
Topic 4. Management of organizations and types of internal risks.
Management systems of organizations and risks inherent in them. Risks in the "manager-personnel" and "personnel" systems: defects in the organizational and management structure, problems with the selection, placement and training of personnel, ineffective communication, clientelism, mobbing, manifestations of corruption, and others.
Risk management tools in the work of the organization and theirs
features. Principles of complexity and balance in the application of risk management tools.
Topic 5. Conflicts in organizations as a type of internal risks.
The essence and typology of conflicts. Conflicts and risks: causal relationships. Conflict management: prevention of conflicts, rational planning and provocation of conflicts, regulation of conflicts, overcoming conflicts and their undesirable consequences. Conflicts as a source of positive changes.
Topic 6. Dynamics of risks.
Risk as a process. Factors of risk dynamics in institutions of the social sphere and social security. Risk monitoring. Cycles of the course of risks and reactions to them by the organization's management and personnel.
Topic 7. Diagnosis, evaluation and regulation of risks.
Methods of diagnosing risks: internal audit, inspections by authorized specialized bodies, appeals from clients of services and the public. Risk assessment: identification of the organization's assets; identification of requirements from the state and customers; assessment of assets taking into account the requirements of the state and clients; identification and establishment of a hierarchy of threats and vulnerabilities of the organization. Reactions to risks of different actors and their coordination. Regulation of risks in order to optimize the organization's activities.
Assessment methods and criteria: 1. Assessment of the level of achievement of educational outcomes by students in the discipline "Risk Management in Social Sphere Institutions" is carried out with the help of means of objective control of the degree of achievement of educational outcomes.
2. The assessment is carried out on the basis of the assessment of the level of the achieved program results of the master’s study of the Educational program “Management of Social Sphere Institutions”, using the methods of comprehensive diagnostics: the semester control (SC) of the knowledge of the students is carried out based on the total number of points obtained according to the results of the current control (PC), and implementation of the control measure (KZ).
3. The information base, on the basis of which the means of objective control of the degree of achievement of learning results are formed, is its subject matter, tasks for practical, control and individual works, a list of literature and methodical recommendations.
4. Assessment of the level of achievement of learning outcomes is carried out after the education seekers complete the work program in its entirety.

-PAD - evaluation for the completion of mandatory current homework, 10 b,

Порядок та критерії виставляння балів та оцінок: 100–88 points – (“excellent”) is awarded for a high level of knowledge (some inaccuracies are allowed) of the educational material of the component contained in the main and additional recommended literary sources, the ability to analyze the phenomena being studied in their interrelationship and development, clearly, succinctly, logically, consistently answer the questions, the ability to apply theoretical provisions when solving practical problems;
87–71 points – (“good”) is awarded for a generally correct understanding of the educational material of the component, including calculations, reasoned answers to the questions posed, which, however, contain certain (insignificant) shortcomings, for the ability to apply theoretical provisions when solving practical tasks; 70 – 50 points – (“satisfactory”) awarded for weak knowledge of the component’s educational material, inaccurate or poorly reasoned answers, with a violation of the sequence of presentation, for weak application of theoretical provisions when solving practical problems;
49-26 points - ("not certified" with the possibility of retaking the semester control) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to apply theoretical provisions when solving practical problems; 25-00 points - ("unsatisfactory" with mandatory re-study) is awarded for ignorance of a significant part of the educational material of the component, significant errors in answering questions, inability to navigate when solving practical problems, ignorance of the main fundamental provisions.
