Мета вивчення дисципліни: The purpose of studying the discipline is to provide students with practical skills in formulating strategies for the development of social institutions and integrating it into state programs for the strategic development of the relevant industry. Mastering the subject of the discipline will contribute to the proper organization, successful writing and defense of master's qualification work in the specialty "Social Security" OP "Management of Social Institutions".

Learning outcomes: Develop and implement programs for the strategic development of social institutions. To justify and manage programs in the field of activity of a social institution. Plan the activities of a social institution in strategic and tactical terms.

Summary of the subject: The discipline "Programming Mechanisms in Social Service Institutions" will be taught using various methods, including lectures, discussions, and interactive activities. Since students will be required to conduct scientific research, a large part of this course will be carried out in the form of group classroom and extracurricular work. The instructor will provide students with individual consultations. Consultations between students and supervision (professional support) by the instructor will also be used to ensure that valuable suggestions, as well as the feelings of other students, are involved in the process of scientific research.
Опис: Topic 1: Theory of foresight and forecasting methodology as mechanisms of programming in social institutions Aims and objectives of the course. Basic concepts. Place and role of forecasting, planning and programming in strategic management. Long-term forecasting as an initial process and basis for strategic planning. The need and functions of forecasting. Forecasting cycles and crises. Foresight methodology and selection of priorities for innovative development of the institution. Forecast indicators, balances and scenarios. Topic 2. Programming at the state level Scientific basis of programming in public administration. Methodology and technology for developing targeted programs. Programming as an element of public administration: essence, methods, technological stages and types. The relationship between programming in public administration and strategic development plans of the organization. Topic 3. Methodology of strategic planning in social institutions Systematic approach to strategic planning. Principles of strategic planning methodology. System of strategic planning indicators. Methods of strategic planning. Topic 4. Analysis of the external and internal environment of the social sphere institution Goals and objectives of the analysis of the external environment of the organization. Characteristics of the macro environment. Analysis and evaluation of the internal environment of the organization. Identification of critical points of the organizational environment. Topic 5. Theory of change as an approach to describing ways to achieve strategic goals in strategic planning The concept of "Theory of Change": history of formation and application. Approaches to building a theory of change in strategic planning in social institutions. Constructive elements of the theory of change. The process of building a theory of change. Topic 6: Monitoring of strategic programs and projects in social institutions Development and implementation of a monitoring system. Classification of indicators (direct and indirect indicators, quantitative and qualitative indicators, indicators of the process and results of program implementation, intermediate and final indicators, cross-sectoral indicators). Identification and selection of indicators (criteria for selecting indicators, stages of identification and selection of indicators). Preparation of the monitoring plan. Sources and methods of collecting information for monitoring. Frequency of information collection. Responsible for monitoring. Involvement of stakeholders. Preparation of a report on the results of monitoring. Use of monitoring data. Topic 7: Evaluation of strategic programs and projects in social sector institutions Preparation for the evaluation process (defining the purpose of the evaluation, preliminary information about the essence of the strategy). Formation of the evaluation management system (organizational management scheme, stakeholder participation, resource use strategy, documents prepared for the evaluation process). Development of the evaluation plan (main elements of the evaluation plan, evaluation questions, data collection for the evaluation, survey). Approval of the evaluation plan. Conducting the evaluation: evaluation ethics, ongoing progress reporting, factors to consider when conducting the evaluation. Preparing the evaluation report: executive summary, introduction and background, evaluation process management, evaluation methodology, findings and analysis, general conclusions about the current state of the program, recommended actions, appendices.
Assessment methods and criteria: 1. Evaluation of students in the discipline "Programming mechanisms in social institutions" is carried out by means of objective monitoring of the degree of achievement of learning outcomes. 2. Evaluation is based on an assessment of the level of achieved programmatic learning outcomes of the master's degree program "Management of Social Services Institutions", using methods of comprehensive diagnostics: semester control (SC) of knowledge of students is carried out by the total number of points obtained by the results of current control (CC), and the implementation of the control measure (CM). 3. The information base on which the means of objective control of the degree of achievement of learning outcomes are formed is its subject matter, tasks for practical and individual work, a list of literature and methodological recommendations. 4. Assessment of the level of achievement of learning outcomes is carried out after the students have completed the work program in full.
Критерії оцінювання результатів навчання: Completion of test tasks - from 0 points to 7 points Practical work No. 1 - from 0 points to 16 points Practical work № 2 - from 0 points to 17 points Exam - maximum 60 points
Порядок та критерії виставляння балів та оцінок: Essay (1-7 topics) - 14 points, 2 points for each topic: correct use of conceptual and terminological apparatus (1 point); the level of meaningfulness of knowledge – the ability to formulate independent evaluation judgments and theoretical conclusions (1 point). Test questions (1-11 topics) - 11 points: 1 point for 100% correct answers on each topic. Individual research task - 15 points: 1. Quality of knowledge – its completeness, depth, flexibility, systematicity, strength (4 points). 2. Level of independence and depth of meaningfulness, level of awareness of factual material, terminology and concepts (4 points). 3. Content, specificity, sufficient completeness of the statement of the question, completeness of the statement of each opinion, elimination of repetitions (4 points). 4. High-quality presentation of an individual task (3 points).
